    ML-1 railway modernisation project moves closer to…

    LAHORE: Pakistan’s long-delayed Main Line-1 (ML-1) railway modernisation project has entered a crucial stage, with the government setting October 30, 2026, as the deadline for completing the ongoing review process and announcing plans to begin the second round of market consultations next month. The latest developments are expected to help resolve outstanding technical, financial and procedural matters and move the country’s largest railway infrastructure initiative towards formal implementation. The second round of market consultation is scheduled to commence on September 8. International experts, prospective investors and other relevant stakeholders will be consulted during the process to seek their views on project preparation, implementation arrangements, financing and the future course of the scheme. The consultations are considered an important step before the government proceeds towards the execution stage of the project, which has faced repeated delays over the years because of financing, technical and procedural challenges. Weekly reviews ordered Pakistan Railways Chairman Syed Mazhar Ali Shah chaired a high-level meeting at the railway headquarters on Saturday to review progress on ML-1. During the meeting, the chairman directed international design consultants, review consultants and senior railway officials to maintain close coordination and ensure that work on the project continues without unnecessary interruptions. He also ordered weekly progress reviews, instructing officials to identify unresolved matters at an early stage and take immediate steps to remove bottlenecks. The Karachi-Rohri segment received particular attention during the meeting as it has been identified as the first section to be developed under the revised ML-1 plan. Karachi-Rohri section According to official documents presented before the National Assembly, the Karachi-Rohri portion covers approximately 480 kilometres and has an estimated cost of $2.04 billion. Construction of the section is expected to take around three years once the project moves into the implementation phase. The government has engaged the Asian Development Bank (ADB) to arrange financing for this segment. Pakistan has also secured a $10 million Project Readiness Financing loan to support preparatory work required before full-scale implementation. The Karachi-Rohri corridor is strategically significant because it handles a substantial volume of both passenger and freight traffic. Its modernisation is therefore expected to provide an immediate improvement to the efficiency of the national railway network while creating a foundation for upgrades on the remaining sections. Government optimistic about launch Federal Minister for Railways Hanif Abbasi has expressed optimism that the flagship project could finally enter the implementation phase during the current year. The minister said progress on ML-1 had improved and that the government was working to ensure that the remaining requirements were completed within the agreed timelines. He said Prime Minister Shehbaz Sharif was closely monitoring the project and had directed the relevant authorities to ensure its completion according to schedule. According to the minister, ML-1 represents the foundation of Pakistan Railways’ long-term modernisation strategy. He said upgrading the railway corridor would help increase train speeds, improve passenger services and enhance the overall operational efficiency of the rail network. The minister also stressed that transparency, merit and competitive procedures would be followed during the project. He added that recommendations from international experts, market participants and technical consultants would be considered while finalising the implementation strategy. 1,726-km railway corridor The ML-1 project covers the modernisation of the 1,726-kilometre Karachi-Peshawar railway corridor, which serves as the backbone of Pakistan’s railway system. Under the rationalised plan, the corridor has been divided into five major sections:  Karachi-Rohri  Rohri-Multan Multan-Lahore Lahore-Rawalpindi Rawalpindi-Peshawar The government has estimated the total cost of the rationalised ML-1 project at approximately $6.66 billion. The scheme is intended to transform the existing railway infrastructure by improving track quality, signalling systems, operational capacity and train speeds. Higher speeds and improved capacity Earlier official plans for ML-1 envisaged allowing passenger trains to operate at speeds of up to 160 kilometres per hour on upgraded portions of the corridor. The project also includes improvements in axle-load capacity, rehabilitation and strengthening of railway tracks, modern signalling and communications systems, as well as doubling of single-track sections wherever necessary. These improvements are expected to reduce journey times and increase the number of trains that can operate on the corridor. For Pakistan Railways, the project is also viewed as an opportunity to strengthen freight operations and improve the movement of goods between the country’s major commercial centres and ports. Financing remains crucial Despite the renewed momentum, financing remains one of the most important requirements for taking ML-1 into full-scale construction. The government has been working with international development partners to secure funding for different components of the project, while the completion of technical studies, project documentation and financial arrangements remains essential before construction can begin. The ADB-backed Karachi-Rohri section is expected to serve as the starting point for the wider modernisation programme. Officials have previously indicated that preparatory work for the section could begin in 2026, provided the remaining financial and documentation requirements are completed. A long-awaited railway overhaul ML-1 has been discussed for years as a transformative project for Pakistan’s railway sector, but its implementation has repeatedly been delayed because of the scale of investment involved and disagreements over financing and project structure. The government’s decision to set a firm deadline for completing the review phase and hold another round of market consultations signals an effort to bring the project back on track. Regular monitoring by Pakistan Railways, engagement with international consultants and consultation with potential stakeholders are now expected to play a central role in finalising the project. If the remaining technical and financial hurdles are addressed according to the new schedule, the Karachi-Rohri section could become the first major construction phase of the broader ML-1 programme.     Bilawal accuses PML-N of undermining Shehbaz

    PPP Chairman Bilawal Bhutto Zardari has alleged that some elements within the ruling Pakistan Muslim League-Nawaz (PML-N) are weakening Prime Minister Shehbaz Sharif’s position and creating divisions between the government and its political allies. Addressing an election rally in Poonch, Azad Jammu and Kashmir (AJK), Bilawal said the PPP’s political differences with the PML-N were normal during elections. However, he claimed that the real problem was internal and involved elements within the ruling party. Bilawal said reports suggesting that the government had collapsed were incorrect. He described Prime Minister Shehbaz as a person with “good intentions”, but questioned whether the premier could succeed if people around him were working against his interests. The PPP chairman alleged that a significant section of the PML-N wanted the prime minister to confront not only opposition parties but also his coalition partners. He also criticised the phased AJK election schedule, questioning why polling was not held on a single day if the region was considered one electoral unit. Bilawal said the elections were being conducted in phases in the name of maintaining peace and ensuring free and fair polling. However, he alleged that the process had instead created opportunities for electoral manipulation. He accused the PML-N of securing seats in advance and alleged that the party had already “taken” seats in Mirpur and Muzaffarabad and was now targeting Poonch and Bagh. The PPP leader urged voters in Poonch and Bagh to respond through their votes in the upcoming elections. The AJK elections are being conducted in three phases. Polling in the Mirpur division was held on July 27, while the second phase in the Muzaffarabad division took place on August 2. The PML-N won nine of the 13 seats contested in Mirpur, while the PPP secured four. In the second phase, the PML-N won 15 additional seats in Muzaffarabad, while the PPP added six. The third phase was originally scheduled for August 10 across the Poonch division. However, the AJK Election Commission has revised the schedule because of security concerns. Under the revised plan, polling on August 10 will be held only in Bagh and Haveli districts. Elections in Poonch district and Pallandri in Sudhnoti district have been postponed. The Election Commission said it took the decision after receiving a report from the AJK home secretary highlighting concerns about the law and order situation in parts of Poonch and Pallandri. The decision follows clashes between protesters and law enforcement personnel in Rawalakot on July 27, which reportedly resulted in several casualties. Tensions have persisted in Rawalakot since early June, with the Joint Awami Action Committee (JAAC) organising periodic protests and sit-ins. The group has been demanding the abolition of 12 seats in the AJK legislature reserved for refugees from Indian-administered Kashmir.

Araghchi said nothing justified what he called a reckless attack and urged Iran’s Kurdish neighbours to be cautious of attempts to create divisions and discord between neighbouring countries. In a statement posted on social media, the Iranian foreign minister said Kurdish communities and officials should remain vigilant against operations designed to provoke tensions. He also referred to Iran’s past support for Kurdish people during conflicts with Saddam Hussein’s government and the Islamic State group. The comments came as questions remained over who was responsible for the latest attack. The Kurdistan Regional Government’s security agency said the drones originated from Iranian territory, according to Reuters.     Israel says Hezbollah tunnel network destroyed in southern Lebanon

    Israeli Prime Minister Benjamin Netanyahu and Defence Minister Israel Katz announced that Israeli forces had destroyed what they described as a major Hezbollah tunnel network in southern Lebanon. According to a joint statement released on Friday, the underground tunnels in the Beaufort area were considered an important part of Hezbollah’s alleged plan to enter communities in northern Israel’s Galilee region. The Israeli government said the military used around 700 tons of explosives to demolish the tunnel system. Officials described the operation as part of Israel’s continuing efforts to eliminate Hezbollah’s military infrastructure in southern Lebanon. They claimed the action was necessary after accusing Hezbollah of violating the ceasefire agreement that had been reached between the two sides. Before the Israeli announcement, Lebanese media reported a series of powerful explosions across several locations in southern Lebanon. Blasts were heard in the town of Hadatha, around Deir Mimas near Beaufort Castle and in the area between Arnoun and Yahmar. Residents said the explosions echoed across nearby districts and caused widespread concern during the night. The military operation comes only weeks after Lebanon and Israel signed a United States backed framework agreement on June 26 aimed at reducing tensions along the border. The deal outlined a gradual withdrawal of Israeli forces from occupied Lebanese territory while the Lebanese army would expand its presence in the south and armed groups would be disarmed. Although Hezbollah was not named directly, the agreement was widely understood to include the group. As part of the first phase of the agreement, the Lebanese army began deploying forces in the town of Zawtar al Gharbiyeh on July 21 after Israeli troops pulled back from the area. The town was selected as one of the first locations for implementing the security arrangements outlined in the agreement. Despite the deal, tensions remain high. Israel continues to maintain a military presence in parts of southern Lebanon. Some of these areas have been occupied for decades while others have been under Israeli control since the conflict that took place during 2023 and 2024. Reports also indicate that Israeli forces recently advanced more than 10 kilometres into Lebanese territory during their latest operations. According to Lebanon’s Health Ministry, Israeli attacks carried out since March 2 have killed 4,333 people and injured more than 12,200 others. The figures reflect the heavy human cost of the ongoing conflict, which has continued despite diplomatic efforts to restore stability along the border. Lebanon’s National News Agency also reported that large explosions shook the southern regions of Yohmor al Chqif, Arnoun and Kfar Tebnit overnight. The blasts were so powerful that shockwaves were felt in towns far from the affected areas. In the Marjayoun district, explosions near Beaufort Castle reportedly shattered windows and damaged nearby homes in Qlayaa. Residents described strong vibrations and the smell of gunpowder spreading through the area after the blasts. The agency further reported that Israeli forces carried out heavy machine gun fire near al Mansouri and Biyout al Sayyad in the Tyre district while artillery shells struck al Mansouri. Tank movements were also reported near Baraachit hill heading towards Aainata in the Bint Jbeil district as military activity continued across southern Lebanon.
