Cameroonian President Paul Biya reshuffles military leadership amidst prolonged absence in Switzerland

Cameroon’s 93-year-old President, Paul Biya, the world’s oldest sitting head of state, has enacted a strategic reshuffle of the country’s military leadership from abroad, issuing decrees to promote senior officers and appoint new commanders while remaining in Geneva, Switzerland.

Among the key appointments, Biya promoted five colonels to the rank of brigadier general. Notably, Brigadier General Raymond Jean Charles Beko’o Abondo was reappointed to lead the elite Presidential Guard, an essential security unit responsible for the president’s personal protection that he has commanded since 2013.

The administrative shifts coincide with growing domestic anxiety regarding Biya’s absence from Cameroon, which has extended to nearly two months following his departure on 7 June for what officials termed a “brief private stay”. Opponents and civil society groups have voiced concern over an institutional vacuum, noting that a newly created vice-presidential seat remains vacant and a promised cabinet overhaul has yet to materialise.

Government representatives, including Communication Minister René Emmanuel Sadi, dismissed claims of administrative paralysis or health crises, maintaining that the president remains fully operational and continues to sign official decrees and financial agreements from abroad.

    Pakistan’s oil refining sector has achieved a major milestone. The country’s five major refineries exported petroleum products worth around $1.046 billion during the fiscal year 2025-26. This is the first time that the refinery sector has crossed the $1 billion export mark. The development has also strengthened the sector’s role as a source of foreign exchange for Pakistan. The achievement comes as the country continues to face pressure from a large trade deficit. Pakistan’s trade deficit is estimated at around $40 billion, increasing the importance of exports and import savings. The five major refineries made a significant contribution to the overall export earnings. Pakistan Arab Refinery Company (PARCO) recorded exports of around $277 million. Cnergyico Pakistan Limited exported petroleum products worth approximately $258 million. National Refinery Limited (NRL) recorded exports of around $238 million. Pakistan Refinery Limited (PRL) exported products worth approximately $200 million. Meanwhile, Attock Refinery Limited (ARL) exported petroleum products worth nearly $73 million. PARCO and Cnergyico remained the biggest contributors. Their combined exports reached approximately $535 million. This accounts for more than half of the total exports recorded by the five refineries. The development is particularly significant because the refining sector has traditionally been viewed mainly as a means of reducing Pakistan’s dependence on imported petroleum products. The latest figures show that the industry is increasingly contributing to both sides of the equation. It is helping reduce the import burden while also generating foreign exchange through exports. Cnergyico has also entered the global marine fuel market. The move could provide the company with new export opportunities and help expand Pakistan’s presence in the international fuel market. Industry modernization is expected to further improve the sector’s performance. Upgraded refinery facilities can increase production efficiency and enable companies to produce products that meet international market requirements. Further investment in refinery upgrades could therefore lead to higher exports in the coming years. It could also increase savings on petroleum imports. The latest performance highlights the growing importance of Pakistan’s refining industry. With continued modernization, better efficiency and access to international markets, the sector could become an increasingly important source of foreign exchange for the country. The development also comes at a critical time for Pakistan’s economy. Higher exports and lower import dependence are essential for reducing pressure on the country’s external account.

    The weather system responsible for recent rainfall in Karachi has weakened and dissipated, bringing an end to the latest spell of rain in the city. However, the Pakistan Meteorological Department (PMD) has indicated that Karachi is still likely to receive more monsoon showers during the month of August. On Monday, the city experienced stronger-than-usual southwesterly sea breezes, helping to keep temperatures slightly lower than the previous day. According to the PMD, wind speeds reached 42 kilometers per hour, while the maximum temperature settled at 34.4°C, around 0.8°C lower than the previous day’s reading. Meteorologists said the strong sea breeze played a key role in moderating daytime temperatures despite the prevailing humid conditions. Residents continued to experience warm and sticky weather, although the increased wind speed provided some relief from the heat. The Early Warning Center has forecast partly cloudy, hot, and humid conditions for the next three days. During this period, daytime temperatures are expected to range between 34°C and 36°C, with no immediate indication of widespread rainfall. According to PMD spokesperson and Deputy Director Anjum Nazir, the weather system that triggered recent rain across Karachi has now completely weakened. He noted that it is too early to determine whether a developing low-pressure area over the Bay of Bengal will have any direct impact on Karachi’s weather. Despite the end of the current system, weather experts remain optimistic about the city’s monsoon outlook. They expect Karachi to receive additional rainfall during August as seasonal monsoon activity continues across the region. The timing and intensity of future rain spells will depend on the movement and strength of upcoming weather systems. Karachi typically experiences high humidity during the monsoon season, and changing weather patterns can result in sudden showers even after dry periods. Residents are advised to stay updated with official weather forecasts, especially if they plan to travel or participate in outdoor activities. The latest update offers a brief pause in rainfall while highlighting that the monsoon season is far from over.
