SWAT: Khyber Pakhtunkhwa Inspector General of Police Zulfiqar Hameed has confirmed that authorities have identified the suicide bomber responsible for the deadly attack near Kabal Police Station in Swat, as investigators continue efforts to uncover the network behind the assault.

Speaking to the media in Swat, the provincial police chief announced that a Joint Investigation Team (JIT) would be formed to conduct a comprehensive probe into the bombing. He also confirmed that the families of the police personnel martyred in the attack would receive the government’s martyrs’ compensation package.

According to the IGP, intelligence agencies had already been alert to potential security threats, prompting heightened security measures around the police station. He said vigilant police officers intercepted the suicide attacker before he could reach his intended target, triggering the explosion.

Zulfiqar Hameed praised the courage of the police personnel and reiterated the force’s commitment to strengthening its operational capabilities. He noted that while terrorist groups continue to reorganize, security forces are actively pursuing militants and will not allow them to regain a foothold in the province.

The police chief confirmed that the identity of the suicide bomber has been established, while investigations are ongoing to identify his accomplices and determine the circumstances surrounding the attack. The blast near Kabal Police Station claimed the lives of several people, including police personnel, and left many others injured.

    KARACHI : Sindh Chief Minister Syed Murad Ali Shah has decided to restructure the Public-Private Partnership (PPP) Unit into a private limited company to build a more autonomous, commercially agile and investment-oriented PPP ecosystem for the next phase of development in the province. The decision was taken at a meeting chaired by the chief minister at the CM House on Wednesday. The meeting was attended by Special Assistant to the CM on Investment Syed Qasim Naveed, Chief Secretary Asif Hyder Shah, Principal Secretary to CM Agha Wasif, Planning and Development Board Chairman Najam Shah, Finance Secretary Fayaz Jatoi, Transport Secretary Asad Zamin and other senior officials. The chief minister was informed that Sindh’s PPP programme has emerged as Pakistan’s leading sub-national PPP initiative, with a growing portfolio of projects in roads and bridges, transport, economic zones, information technology, energy, water, livestock, education, health and environmental sectors. The programme has received international recognition at platforms including the UNECE PPP Forum and The Asset Infrastructure Awards. Sindh’s PPP programme was also ranked sixth in Asia by The Economist in 2018. The PPP Unit has additionally provided technical and legal support to other provinces for strengthening their PPP frameworks and project structuring. The meeting noted that the Unit’s transition into a private limited company would enable it to promote and facilitate PPP projects more effectively, assist procuring agencies, strengthen departmental PPP nodes, formulate and implement policies and guidelines, build capacity and monitor portfolio performance. The chief minister directed that the proposed institutional transformation be pursued to remove operational bottlenecks, retain specialised professionals and ensure continuity in PPP project development and implementation. He emphasised the need for a strong institutional structure capable of providing timely technical, financial and legal support to departments and implementing agencies. Mr Shah was informed that the existing PPP Unit faced challenges in retaining skilled staff because of limited competitive compensation and incentives. The absence of dedicated project implementation units and project directors in certain departments was also affecting the pace and quality of project delivery. The proposed PPP Private Limited Company will have greater commercial flexibility to undertake strategic activities, make equity investments where required, mobilise capital through financial instruments and support project financing. It will also be able to develop diversified revenue streams beyond government funding, subject to the approval and oversight of its board. The chief minister underscored that the company must operate with robust governance, transparent performance review mechanisms and clear statutory oversight. He directed that the new structure should strengthen PPP nodes in provincial departments, empower competent officers and ensure that projects are processed efficiently without compromising accountability. The meeting concluded that the restructuring would help improve administrative efficiency, facilitate innovative financing, enhance investor confidence and accelerate the delivery of development projects. The chief minister said the objective was to establish a capable, sustainable and responsive PPP institution that could contribute meaningfully to Sindh’s progress and prosperity.

    Corruption cases transferred back to NAB courts in…

    KARACHI: Corruption cases that had been shifted from accountability courts to anti-corruption courts have now been transferred back to the National Accountability Bureau (NAB) courts. The development came after a request from a NAB prosecutor, following a Sindh High Court ruling that declared the earlier transfer of the cases to anti-corruption courts invalid. The accountability court has initiated proceedings to revive 15 references that were previously transferred. The Sindh High Court had directed that the cases pending before accountability courts be returned to NAB courts after setting aside the order through which they were moved to anti-corruption courts. NAB subsequently filed an application seeking restoration of the cases in compliance with the high court’s decision. The accountability court issued notices to the accused persons nominated in 15 separate references and summoned them for proceedings. Several officials and other individuals have been named in cases involving alleged corruption and illegal allocation of land. Balochistan provincial minister Ali Hassan Brohi is among those nominated in the cases. The court also issued notices to former Sindh chief secretary and former Land Utilisation member Siddiq Memon. Former Malir deputy commissioner Qazi Jan Muhammad and former district officer revenue Ijaz Hussain were also summoned. Notices were further issued to former additional secretary of Land Utilisation Abdul Qadir Memon and former section officer Ghulam Mustafa. Treasury officer Muhammad Musa Kazmi and assistant treasury officer Abdul Latif Khoso were also summoned by the court. The court additionally issued notices to Mirpur Sakro tapedar Nisar Ahmed Wagan and Ali Asghar Mendhro. Former Mukhtiarkar Iqbal Awan and Muhammad Hanif were also among those summoned in connection with the cases. The accountability court has also called several revenue officials and builders, including Javed Iqbal and Waseem Ahmed Sheikh, to appear before it.

    KARACHI: The father of slain businessman Mir Raza Ali has called for the suspension of Karachi East DIG Dr Farrukh Ali and other police officials, accusing them of delaying the investigation and allegedly concealing crucial evidence in his son’s murder case. Speaking to reporters, Mir Hussain said the police had mishandled the investigation and urged authorities to take action against the Ferozabad SHO and other officers allegedly involved in the case. He claimed that officials had “played a game” with the grieving family. Twenty-five-year-old Mir Raza Ali, an IBA graduate and businessman, went missing on July 28 and was found dead in Gulistan-e-Jauhar the following day. While the initial investigation considered suicide as a possibility, his family consistently maintained that he had been abducted, tortured and murdered. The case took a new turn after a fresh post-mortem reportedly identified a gunshot wound to Ali’s back along with other injuries. A chemical examination also detected acid particles and gunshot-residue elements on his shirt, while police said sedatives were found in his blood and DNA testing matched his parents. Meanwhile, the family has requested that Ali’s smartwatch be examined by the Punjab Forensic Science Agency (PFSA), rather than the National Cyber Crime Investigation Agency (NCCIA). Family lawyer Jibran Nasir expressed concern that the device had remained with a former investigation committee head for several days before being handed to the NCCIA, raising fears of possible tampering. The newly formed investigation team, headed by DIG Amir Farooqi, has written to the NCCIA seeking forensic analysis of the smartwatch as well as information concerning Ali’s social media and other digital accounts. Investigators have also revisited the crime scene, interviewed nursery staff and collected additional evidence. The team has been tasked with examining outstanding aspects of the case, including geofencing, mobile-data records and digital evidence.     LAHORE: Police have claimed to have solved the mystery surrounding the deaths of a US national and her three children in a private housing society in Lahore, saying forensic evidence indicates the woman fatally poisoned her children before taking her own life. Addressing a press conference on Friday, Lahore DIG Investigation Zeeshan Raza said forensic findings and the investigation suggest the woman mixed potassium cyanide into ice cream and gave it to her three children on July 17 before consuming the poisoned dessert herself. According to investigators, the woman had recently arrived in Lahore from the United States with her husband and children. Police said the investigation revealed she had been suffering from mental health problems and had allegedly searched online for methods of suicide before the incident. The DIG further stated that investigators believe the woman also attempted to serve the poisoned ice cream to her husband, but he did not consume it. Police said the investigation included forensic analysis, digital evidence and interviews with family members. Authorities also conducted a polygraph examination of the husband as part of the inquiry before concluding that he was not involved in the deaths. During the investigation, police traced the source of the chemical allegedly used in the incident. Officials said the woman had arranged for the parcel containing the chemical to be delivered to a friend’s residence instead of her own address. As part of the probe, police arrested two additional suspects, including the owner of an online chemical business and a delivery rider. Investigators allege the shop owner illegally sold potassium cyanide online and received Rs138,540 for the transaction. Police said both suspects will face legal proceedings for their alleged role in supplying the hazardous chemical. Investigators added that a comprehensive case file is being prepared in coordination with prosecutors to ensure the accused are prosecuted under the relevant laws. The case shocked the country after the woman and her three children were found dead under mysterious circumstances earlier this month. Authorities say the investigation relied on forensic evidence and digital records to reconstruct the sequence of events. The incident has also renewed concerns about the online sale of highly toxic chemicals and highlighted the importance of stronger oversight, as well as greater awareness and access to mental health support for individuals experiencing severe psychological distress.
