Kuwait introduces new regulations to strengthen e commerce sector

Kuwait has introduced a comprehensive set of regulations for e commerce platforms aimed at improving consumer protection, increasing transparency and creating a unified legal framework for the country’s rapidly expanding digital marketplace.

The new rules were issued by the Ministry of Commerce and Industry under Ministerial Resolution No. 109 of 2026 and came into effect on July 8. They apply to all online platforms involved in selling, ordering and delivering goods and services across Kuwait.

Officials said the regulations were introduced to address the rapid growth of online shopping while clearly defining the responsibilities of digital platforms, merchants, delivery companies and consumers. The measures are also intended to encourage investment and promote fair competition within the sector.

Under the new framework, companies operating electronic platforms must obtain the required licences and comply with existing commercial laws. They are also required to strengthen cybersecurity measures to protect their digital systems and safeguard customer data from misuse or cyberattacks.

The regulations require platforms to display complete pricing information before customers confirm their purchases. This includes product prices, delivery charges, commissions and any additional fees. Platforms must also provide accurate information about merchants, publish clear terms and conditions and ensure that product descriptions are truthful and up to date.

Businesses are now required to establish transparent policies for returns, exchanges and refunds. They must also create complaint handling systems that resolve customer issues within specified time limits while protecting consumers’ personal information. In addition, platforms must maintain proper records of electronic transactions and payments.

The new rules also place responsibilities on delivery service providers to ensure goods are transported safely and delivered efficiently. Online platforms will be expected to supervise delivery operations and coordinate closely with merchants and delivery companies throughout the process.

To prevent excessive charges, the ministry has introduced limits on service commissions. Platforms may charge a maximum commission of 17 percent when they provide delivery services and 10 percent when deliveries are handled directly by merchants.

Consumer delivery fees have also been capped at one Kuwaiti dinar per order, with businesses prohibited from charging more than that amount.

The Ministry of Commerce and Industry has been given authority to monitor compliance with the regulations. Officials will be able to inspect businesses, request information and impose administrative penalties on companies that fail to follow the new requirements.

Existing licensed platform operators must also update their registered business activity to reflect the category of managing delivery services through electronic platforms.

The ministry said an implementation guide will be issued to help businesses, delivery companies and consumers understand the new compliance requirements.

According to the explanatory memorandum accompanying the regulations, the reforms are designed to address problems that emerged with the rapid expansion of e commerce, including inconsistent commission rates, high delivery charges and unclear commercial practices. Officials believe the new framework will improve service quality, strengthen consumer confidence and support the continued growth of Kuwait’s digital economy.

    PTI may return to Senate committees after meeting …

    Senate Opposition Leader Allama Raja Nasir Abbas has said that Pakistan Tehreek-e-Insaf (PTI) could return to parliamentary standing committees if a meeting is arranged with the party’s founder, Imran Khan. Speaking to journalists in Islamabad, Raja Nasir Abbas said that if the government wanted Parliament to continue functioning, it should facilitate a meeting between PTI leaders and Imran Khan. He alleged that deliberate ambiguity was being created about Imran Khan’s health, saying the situation was also aimed at creating divisions within the party. Raja Nasir Abbas recalled that before the passage of the 26th Constitutional Amendment, a meeting with Imran Khan had taken place on the orders of the court. He said his party wanted a government that genuinely represented the people. Commenting on Interior Minister Mohsin Naqvi’s remarks about a possible collapse of the system, he said he agreed with the assessment. He added that the problem identified by Naqvi was real, but the proposed “medicine” to address it was illegal. The Senate opposition leader also claimed that he knew why negotiations between the government and PTI had failed. He said a complete plan for negotiations had been taken to Imran Khan at Adiala Jail, adding that the opposition had held a meeting at Khyber Pakhtunkhwa House before approaching the PTI founder. “We took several proposals to the founder,” he said, explaining that they did not want to visit the Prime Minister’s House and provide legal legitimacy to the government’s position. He said the same principle was behind their decision not to hold negotiations in the Speaker’s Office, as they did not recognise the arrangements as legally legitimate. Raja Nasir Abbas stressed that he distinguished between Imran Khan and the PTI as a political party, adding that he would stand by the former prime minister “until the last moment.” He reiterated that PTI could return to the standing committees if a meeting with Imran Khan was arranged. “If the government is serious about negotiations, it should come forward and talk,” he said, adding that the opposition was ready to hold talks in the Constitution Room of Parliament House.

    ‘Super’ El Niño threatens $20bn Africa hit

    Africa could suffer economic losses of between $10 billion and $20 billion if a powerful El Niño weather pattern develops, the African Development Bank’s climate chief has warned. The expected weather event could bring severe droughts, floods and storms to different parts of Africa. It could put additional pressure on food supplies, water resources and government finances. Anthony Nyong, the African Development Bank’s director for climate change and green growth, said countries facing the worst effects could see their gross domestic product decline by around 1% to 2%. He said the potential losses could amount to between $10 billion and $20 billion across the continent. The warning comes as forecasters monitor rising temperatures in the Pacific Ocean. Current conditions have raised concerns that the next El Niño could become unusually strong. El Niño is a climate pattern that can significantly change weather conditions in different parts of the world. In Africa, it can contribute to drought, heavy rainfall, flooding and storms. A severe event could deepen existing climate problems across the continent. The Sahel region has already faced serious drought conditions in recent years. Other parts of Africa are still recovering from major storms and floods. Nyong warned that the economic consequences may continue long after the weather event ends. He pointed to Mozambique’s experience after Cyclone Idai in 2019. The country needed years to recover from the damage caused by the storm. Agriculture could be among the sectors hit hardest by the expected climate shock. The previous El Niño, which occurred during 2023 and 2024, brought severe drought to Southern Africa. East Africa experienced heavy rainfall and flooding. The extreme weather contributed to crop failures and higher food prices. Coastal areas also recorded unusually high sea levels. African farmers are already facing substantial losses. The African Development Bank estimates that agricultural losses could reach around $327 million this year. Fishing communities could also suffer. Rising sea temperatures and storms are expected to affect fisheries productivity. The bank estimates that fisheries productivity could decline by between 1% and 4%. Nyong warned that food shortages could become a major concern if the expected weather pattern intensifies. Maize is particularly important because it is a major staple food in many African countries. A significant decline in production could push prices higher and increase pressure on vulnerable households. The expected disaster could also put further pressure on national budgets. Many African governments already have limited resources to respond to climate emergencies. Severe weather could force them to spend more on relief, reconstruction and infrastructure repairs. This could mean less money for health, education and development projects. Nyong described the situation as a “climate finance trap”. Countries may have to divert funds from essential services to deal with climate-related emergencies. The African Development Bank is preparing to assess the possible effects of El Niño on its investments. The bank plans to hold a major seminar in September. Senior officials will examine the potential risks to existing and planned projects. The institution is also prepared to restructure some projects if necessary. It will work with affected countries to seek additional international climate financing. Possible sources include the Green Climate Fund, Adaptation Fund and Climate Investment Funds. New loss-and-damage financing mechanisms could also provide support to countries suffering serious climate impacts. The expected strength of El Niño could increase Africa’s climate financing needs significantly. Nyong estimated that the continent could require up to $100 billion this year to strengthen climate resilience and adaptation. He said the need for climate adaptation funding was already extremely high. The possible El Niño event could add billions of dollars to that requirement. The financing gap remains a major challenge for developing countries. Without sufficient funding, vulnerable countries may struggle to prepare for droughts, floods and storms before they occur. The humanitarian consequences could be severe if drought and food shortages intensify. Nyong warned that large numbers of people could be forced to leave their homes in search of food, water and livelihoods. Sudan, South Sudan, the Democratic Republic of Congo, Somalia, Mali, Burundi and Nigeria were among the countries identified as potentially vulnerable to severe impacts. Agricultural losses could leave many communities without reliable sources of income. Shortages of water and grazing land could also increase competition between communities. Such pressures could worsen instability in regions already affected by conflict, poverty and displacement. The African Development Bank has therefore called for greater investment in preparedness and climate resilience. Nyong stressed that governments should act before disasters strike rather than wait until the damage has already occurred.

    PSX drops over 1,000 points

Heavyweight stocks also traded in negative territory, contributing to the market’s decline. The latest downturn follows a sharp fall in the previous trading session, when the benchmark index lost nearly 1,581 points. Analysts attributed the continued weakness to escalating tensions in the Middle East, which have fuelled concerns over global economic stability and pushed international oil prices higher. Global market uncertainty also weighed on investor confidence. Asian stock markets showed mixed performance as investors assessed the US Federal Reserve’s decision to keep interest rates unchanged. The central bank’s policy stance left markets uncertain about the future direction of interest rates, while rising US Treasury yields added to concerns. Meanwhile, international oil prices remained volatile. Brent crude slipped below $90 per barrel after surging sharply a day earlier as conflict in the Middle East intensified. Despite the heightened tensions, reports indicated that commercial shipping through the region continued. Regional equity markets also experienced fluctuations, with technology shares remaining under pressure following recent losses linked to concerns over heavy investment in artificial intelligence and slowing returns.
