The newly signed defence agreement between Pakistan, Saudi Arabia and Türkiye marks a significant step towards formalising their longstanding security and strategic cooperation, while establishing a framework focused on collective defence and regional stability.

The trilateral partnership brings together three countries with strong historical, political, economic and defence ties. Their cooperation has grown over decades and is now being shaped into a more structured security framework amid a rapidly changing regional environment.

The agreement comes as conflicts, emerging security threats and evolving forms of warfare continue to reshape the strategic landscape. Supporters of the pact say closer coordination among the three countries can contribute to regional stability and strengthen their ability to respond collectively to security challenges.

Focus on defence and deterrence

The agreement has been described as defensive rather than offensive. Its central principle is collective security, under which an armed attack against one member is considered a threat to all three.

The arrangement is aimed at strengthening deterrence and reducing the possibility of conflict by demonstrating that aggression against one country could trigger a coordinated response from the other two.

The framework is not intended to target any particular country, according to the explanation of the agreement. Instead, it seeks to promote peace, stability and security through stronger defence cooperation.

Complementary strengths

Pakistan, Saudi Arabia and Türkiye bring different strategic capabilities to the partnership.

Pakistan contributes extensive military experience and defence expertise, including experience in managing complex security challenges. Saudi Arabia brings its strategic position in the region, economic strength and political influence. Türkiye contributes advanced defence technology, a growing defence industry and substantial industrial capabilities.

Together, these capabilities could provide the three countries with a broader platform for strategic coordination and defence preparedness.

The partnership could also encourage greater cooperation in areas such as military coordination, intelligence sharing, defence technology and strategic planning.

Pakistan’s regional role

The agreement also highlights Pakistan’s expanding engagement with different regional and global actors. Islamabad maintains strategic and diplomatic relations with Saudi Arabia and Türkiye while also engaging Iran, China, the United States and other international partners.

This network of relationships could allow Pakistan to play a constructive role in regional diplomacy and help facilitate communication among countries with differing interests.

The effectiveness of the trilateral framework, however, will depend on how consistently the three countries translate the agreement into practical cooperation.

Not a NATO-style alliance

The partnership has also been described as not a Muslim NATO and not a mechanism for providing nuclear protection to its members.

Instead, it is presented as a defensive arrangement designed to strengthen collective deterrence and security cooperation while supporting regional peace.

The agreement effectively formalises much of the strategic cooperation that Pakistan, Saudi Arabia and Türkiye have developed over the years.

    Lahore – More than 15,000 free cardiac surgeries for children from Punjab and other parts of the country have been successfully completed since the launch of the Chief Minister’s Children Heart Treatment Programme in September 2024. The Hospital Management Information System (HMIS) developed by the Punjab Information Technology Board (PITB) has played a key role in the programme. The system has helped manage patients medical records, prepare patient lists, make electronic referrals to private hospitals and ensure timely coordination between public and private hospitals. This was revealed at a meeting chaired by PITB Chairman Faisal Yousaf at the Arfa Software Technology Park (ASTP). The meeting was briefed that HMIS is providing hospitals participating in the programme across Punjab with quick and easy access to patient records. This is helping doctors make better medical decisions while also making it easier for hospital administrations to monitor and coordinate patient treatment, referrals and other related matters. The digital system has also played an important role in making the patient referral and treatment process more organized, transparent and integrated. It has accelerated the exchange of information between hospitals and helped reduce unnecessary delays in treatment. Speaking on the occasion, PITB Chairman Faisal Yousaf said that the completion of more than 15,000 free heart surgeries for children was a major achievement of the Chief Minister’s programme. He said HMIS had played a significant role in speeding up, organizing and improving the treatment process through digital records, electronic referrals and effective coordination among hospitals. Faisal Yousaf further said that PITB would continue its support for promoting the use of modern digital technology in the healthcare sector to ensure the timely provision of quality medical facilities to citizens. He said that the effective use of digital systems in healthcare not only facilitates patient treatment but also improves hospital administrative efficiency, transparency and coordination among different institutions.

    SWAT : Governor Khyber Pakhtunkhwa Faisal Karim Kundi on Tuesday visited Swat where he inquired after the victims injured in the recent suicide blast at Saidu Sharif Hospital, reaffirming the government’s resolve to eliminate terrorism and provide the best possible medical care to the wounded. During his visit to the hospital, the Governor met the injured, prayed for their early recovery and expressed solidarity with the affected families. Commissioner Malakand Masood Ahmad, Regional Police Officer (RPO) Syed Fida Hassan Shah, senior officials of the district administration, police and other relevant departments accompanied the governor. Governor Kundi reviewed the medical facilities being provided to the injured and directed the hospital administration to ensure the best possible treatment for all victims. He said the pain and suffering of those injured in the “cowardly terrorist attack” was shared by the entire province and the nation, adding that the government stood firmly with the affected families and would always remember the sacrifices of the martyrs and the injured in the fight against terrorism. Later, the Governor visited the office of the RPO Malakand where he was briefed on the overall law and order situation in Malakand Division, ongoing counter-terrorism measures, police preparedness, security challenges and the strategy to combat terrorism. He also offered prayers for the departed souls of the martyrs and patience for their bereaved families. Talking to media, Governor Kundi paid tribute to the police and security forces for their bravery and steadfastness in combating terrorism over the years. He said the country had yet to fully equip the police with modern weapons and the resources required to effectively tackle the menace, stressing that the federation, provinces and all political forces must demonstrate complete unity against terrorism. The Governor alleged that terrorists were receiving support and facilitation from across the border and reiterated that Afghan territory should not be allowed to be used against Pakistan. He further alleged that India and Israel were attempting to exploit Afghan soil against Pakistan and said the issue had been raised at international forums. Governor Kundi said attacks on mosques, educational institutions and public places were completely against the teachings of Islam, adding that there would be no negotiations with terrorists and the state would confront them with full force. He said Pakistan had successfully foiled India’s attempts to portray it as a terrorist state through effective diplomacy and added that the country’s constructive role in easing tensions between Iran and the United States had earned international recognition, reinforcing its image as a peace-loving country committed to regional peace and stability.
