Managed directly by the Specialized Healthcare & Medical Education (SHC&ME) Department, this multi-billion-rupee initiative represents the province’s first centralized framework contract, effectively replacing the long-standing decentralized system under which individual public teaching hospitals and medical institutions conducted their own independent competitive bidding processes. While the primary objective of centralizing such a massive health department exercise was to leverage bulk purchasing power, lower overall market rates and enhance institutional transparency, an analysis of the purchase indicates sharp price increases, significant market distortions, and severely restricted commercial competition. According to documents available with Minute Mirror, out of 125 evaluated medical device categories, a staggering 50 items, representing 40 percent of the entire tender portfolio, attracted only a single responsive bidder. Furthermore, 45 item categories yielded just two responsive bidders, while 22 categories managed to attract three bidders. Out of 23 medical disposables with available DGHS reference rates, 18 items, nearly 80 percent, registered dramatic price escalations. According to documents, the rate increases are most glaring among routine, high-volume surgical supplies used daily across hospital emergency rooms and operating theaters. Surgical blades across sizes 11, 15, 22, and 23 witnessed a steep 470 percent surge, rising from the benchmark rate of Rs 13.67 to Rs 78 per piece. Black braided silk sutures saw price hikes of up to 275 percent, jumping from Rs 77 to Rs 289 per unit. Similarly, essential 24G IV cannulas climbed 154 percent from Rs 96.30 to Rs 245 each, while standard blood transfusion sets increased by 40 percent, escalating from Rs 105 to Rs 147.56 per unit. The financial evaluation has also drawn strong criticism from participating firms for appearing inconsistent with earlier proceedings conducted by the Grievance Redressal Committee (GRC). During those formal hearings, several bidding vendors submitted extensive technical objections regarding bidder qualification criteria, product specification compliance, and regulatory eligibility. Stakeholders argue that the comparative evaluation sheet reflects financial outcomes that directly diverge from the issues debated and documented before the grievance committee. Legal experts contend that any apparent divergence between grievance proceedings and financial outcomes must be clearly explained through detailed, reasoned written orders to maintain public trust, uphold administrative fairness, and withstand prospective judicial scrutiny. Given the immense scale of public spending and the critical reliance of public teaching hospitals on these vital medical supplies, transparency advocates and healthcare commentators urged the provincial authorities to ensure institutional accountability, preserve regulatory compliance, and safeguard the overall integrity of Punjab’s largest public healthcare procurement exercise.

    NSPP conducts 5th three-day directors’ training …

      LAHORE: The Executive Development Institute (EDI) of the National School of Public Policy (NSPP), Lahore, successfully conducted the fifth course of its three-day Directors’ Training Program (DTP) for State-Owned Enterprises (SOEs) from August 19 to 21, 2026. The training initiative was approved by the Securities and Exchange Commission of Pakistan (SECP) and focused on enhancing corporate governance, leadership and institutional performance within SOEs. A total of 21 participants from across Pakistan attended the program, representing federal and provincial governments as well as the private sector. Participants included officials and executives from the Ministry of Industries and Production, SECP, Pakistan Civil Aviation Authority, Pakistan Airports Authority, NESPAK, PASSCO, Northern Power Generation Company Limited, WAPDA, Water and Sanitation Services Company Haripur, Punjab Mineral Company, Punjab Police, Universal Service Fund, Pakistan Kidney and Liver Institute and Research Center, and Lahore Development Authority. Rector NSPP Mr. Farhan Aziz Khawaja welcomed the participants and highlighted the importance of strengthening corporate governance through quality professional training. He said the program aimed to establish a new benchmark in governance training with the support of SECP. He also emphasized the importance of transparency, accountability and responsible leadership in public-sector organizations. Dr. Naveed Elahi, Dean EDI, provided an overview of the training program and explained its focus on improving SOE governance and performance through effective leadership. He said the course addressed contemporary governance requirements, including directors’ legal responsibilities, board effectiveness, risk management and ethical decision-making. He encouraged participants to actively engage in case studies, simulations, discussions and networking opportunities throughout the training. The program featured a distinguished panel of guest speakers, including Mr. Abdul Rehman Warraich former SECP Commissioner; Dr. Ishrat Hussain, former Advisor to the Prime Minister; Mr. Kashif Ahmad Noor Military Accountant General; Mr. Farhan Aziz Khawaja, Rector NSPP/DG CSA; Dr. Irum Saba Director, IBA Karachi; Mr. Muhammad Anwar Sheikh retired Federal Additional Secretary, Finance Division; Mr. Mairaj A. The three-day course covered a wide range of topics, including principles of corporate governance, SOE reforms and legal frameworks, government stewardship, directors’ selection and performance evaluation, external and internal audits, audit committees, organizational culture, Islamic finance, financial risk governance, public service obligations, competitive neutrality, business planning, cybersecurity, digitization, reporting and disclosure, board composition and structure, as well as board simulations and case studies. During the closing session, Rector NSPP thanked the participants for their active participation and valuable contributions. He also appreciated the efforts of the Dean EDI and his team in successfully organizing the program. Participants showed keen interest throughout the course and actively participated in question-and-answer sessions. At the conclusion of the training, Rector NSPP, along with the Dean EDI, distributed certificates among the participants, formally marking the successful completion of the fifth Directors’ Training Program for State-Owned Enterprises.

    PTI rejects AJK polls, demands probe into killings

Calling for an impartial inquiry, PTI demanded that those responsible for the reported killings and use of force be identified and held accountable. Party leaders said an independent investigation was necessary to establish the facts, ensure justice for affected families and restore public trust in democratic institutions. The party concluded by urging authorities to avoid further escalation and resolve political disputes through dialogue, warning that prolonged instability in AJK could undermine both democratic credibility and Pakistan’s longstanding position on the Kashmir issue.
