Pakistan prepares for IMF’s $1 billion fifth tranche

Islamabad: Talks with the International Monetary Fund (IMF) for the release of the next loan tranche are scheduled to take place in Islamabad next month. However, the rising circular debt in the power sector has emerged as a major challenge for the government.

According to details, review talks between Pakistan and the International Monetary Fund (IMF) are expected to be held in Pakistan next month. However, the increase in power-sector circular debt has become a significant challenge for the government.

Sources said that the power-sector circular debt has exceeded the IMF-set limit by Rs130 billion. The IMF had set a target of keeping the circular debt in the power sector limited to Rs1,600 billion.

According to sources, the circular debt increased further due to rising energy prices amid the US-Iran war.

During the talks with the IMF, the government will discuss targets related to energy-sector reforms including circular debt in the electricity and gas sectors. Pakistan will also brief the IMF on its progress toward achieving economic reform targets.

According to sources, the Prime Minister has directed the economic team to prepare an alternative plan instead of further increasing electricity prices.

Pakistan will brief the IMF on the targets set under the structural benchmarks. If the talks are successful, they will pave the way for the release of the fifth tranche under the current loan programme.

According to sources, Pakistan could receive approximately $1 billion as the fifth tranche. In addition, Pakistan may receive around $200 million in additional funding to help address losses caused by climate change.

    KOT ADDU: A devastating tragedy unfolded in Kot Addu after a loader rickshaw carrying members of a wedding procession fell into the Muzaffargarh Canal, leaving at least 12 people dead and three others missing. The incident has plunged several families into mourning. Children and women are among those who lost their lives in the accident. Rescue 1122 teams from Kot Addu and Muzaffargarh reached the site soon after receiving information about the incident. A search and rescue operation was launched in the canal. Rescuers used boats, scuba-diving equipment and other available resources to search for the victims. Several bodies were recovered during the operation, bringing the death toll to 12. Three people remain missing. Rescue officials said divers are continuing to search different sections of the canal. Rescue boats are also being used to cover wider areas. According to a list provided by Rescue 1122, those who died included 14-year-old Dalaur, seven-year-old Muneeb, 58-year-old Sakina Bibi, 15-year-old Sameera Bibi, nine-year-old Raju, seven-year-old Muhammad Sibtain, 11-year-old Zareef, 35-year-old Iqbal Bibi, 13-year-old Kaleemullah, 12-year-old Muhammad Jalal, five-year-old Muhammad Ali and Muhammad Saeem. The large number of children among the victims has added to the grief surrounding the tragedy. Families who had set out to attend a wedding were suddenly confronted with an unimaginable loss. Homes that were preparing for celebrations are now filled with mourning. The families of the three missing people are facing severe distress. Relatives have gathered near the site and are waiting for information about their loved ones. Minute Mirror observed that Bashir Mashori, an elderly uncle and relative of the affected family, was deeply grieved over the situation. As the senior family member, Mashori expressed profound sorrow and called for assistance for the victim’s family during this difficult time. Residents have expressed concern over the scale of the tragedy and called for a coordinated rescue effort involving all relevant departments. Local residents and affected families have urged the Punjab government to take immediate notice of the incident and ensure that every available resource is used to locate the missing people. They have called for additional divers, modern search equipment and more rescue resources to be sent to the site. Residents have also demanded the involvement of the police, district administration, irrigation authorities, Provincial Disaster Management Authority and other relevant departments in the search operation. They said a tragedy involving the loss of 12 lives requires a coordinated response beyond routine district-level efforts. The affected families have appealed to Punjab Chief Minister Maryam Nawaz and senior provincial officials to ensure that the search for the three missing people continues without interruption. They have also called for an investigation into the circumstances that led to the rickshaw falling into the canal. The families and residents said determining the cause of the accident is essential to prevent similar incidents in the future. Instead of helping the victims, some people were seen making videos and TikTok content at the scene. Such behaviour has drawn criticism and was described as deeply shameful and insensitive toward those affected. Rescue 1122 teams continue to search different sections of the Muzaffargarh Canal using divers, boats and other available equipment.

Despite several rounds of negotiations, the two coalition partners failed to resolve their dispute over the first phase of polling. The second phase of the elections is being held in nine constituencies of Muzaffarabad division and all 12 refugee constituencies. Authorities have made extensive security arrangements to ensure peaceful polling, while political uncertainty continues to dominate the electoral process. The disagreement began after the first phase of elections in Mirpur, where the PML-N secured key victories. The PPP questioned the election results and alleged irregularities in several constituencies. The PML-N rejected the allegations and insisted that the elections reflected the public mandate. The dispute has led to an exchange of sharp political statements between leaders of both parties. Senior PML-N leader Rana Sanaullah criticized PPP Chairman Bilawal Bhutto Zardari for repeatedly raising allegations of election rigging. He questioned the basis of such claims and also referred to the election of President Asif Ali Zardari while responding to the PPP’s criticism of the 2024 general elections. Rana Sanaullah also commented on Interior Minister Mohsin Naqvi’s recent remarks regarding the country’s governance system and the debate over creating new provinces. He criticized the minister’s statements and questioned his political rise. Meanwhile, PPP leader Saeed Ghani strongly defended his party during a press conference. He claimed that the PPP had never formed a government through election manipulation. According to party sources, the PPP initially challenged the results in four constituencies. It later withdrew objections in two constituencies but continued to demand action regarding Charhoi and Nakyal, where its candidates were defeated by PML-N nominees. During the negotiations, PML-N representatives maintained that any irregularities were isolated incidents rather than evidence of systematic rigging. They argued that such incidents had occurred in previous elections and should not be used to question the overall electoral process. The talks, however, failed to produce a final agreement. As a result, political tensions remained high ahead of the second phase of voting. Separately, Prime Minister Shehbaz Sharif met PML-N President Nawaz Sharif at Jati Umra to review the evolving political situation. The meeting focused on the party’s strategy and the growing dispute with the PPP over the AJK elections. Punjab Chief Minister Maryam Nawaz and Deputy Prime Minister Ishaq Dar also attended the consultation. The participants reviewed the political challenges facing the ruling coalition and discussed possible steps to prevent further escalation between the two allied parties. In another development, PPP Chairman Bilawal Bhutto Zardari said he had received a positive response to his proposal for establishing a truth and reconciliation commission in Azad Kashmir. He described the response as encouraging and said the proposal had also received support from the AJK Legislative Assembly. Bilawal said he would carefully review the suggestions before consulting AJK Prime Minister Raja Faisal Mumtaz Rathore. He added that discussions would also be held with the federal government and other stakeholders to determine whether a consensus could be reached on the proposed commission.

    Prime Minister Shehbaz Sharif has directed the Federal Board of Revenue (FBR) to develop a scientific and comprehensive method to assess tax potential in different sectors of the economy. The new system is aimed at improving tax collection. It will also help identify sectors with untapped revenue potential. The government wants to strengthen tax administration and reduce tax evasion. The prime minister issued the directives during a meeting on FBR reforms in Islamabad on Wednesday. He directed the FBR to work with the power sector to identify businesses and individuals involved in the informal economy. Authorities will also identify those suspected of avoiding taxes. Shehbaz instructed officials to take legal action against people and businesses found involved in tax evasion. The prime minister said improvements in the FBR’s monitoring system were already producing results. He pointed out that sugar production data had matched FBR records for the first time in Pakistan’s history. He described the development as an important sign of improved monitoring and tracking. Shehbaz praised FBR Chairman Rashid Mahmood Langrial and his team for their efforts. He also appreciated taxpayers and businesses that were following tax laws. The prime minister said the government had provided maximum possible support to export-oriented and domestic industries. He said the government would continue facilitating businesses while ensuring compliance with tax regulations. He directed the FBR chairman and senior officials to spend the first week of every month in Karachi. They will meet business representatives and address their concerns. Shehbaz also ordered the expansion of digital production monitoring. He directed officials to make tracking systems operational in the textile, beverages, steel, poultry, edible oil and ghee, and tyre sectors by December. He also stressed that appointments and transfers within the FBR must be made strictly on merit. The prime minister praised the new system for evaluating officers. He said merit and transparency must remain central to FBR reforms. He directed authorities to prepare a list of high-performing officers. The best-performing officials will be considered for awards on Independence Day. Shehbaz also ordered an immediate third-party audit of customs bonded warehouses. The audit will examine the warehouses and identify possible irregularities. Officials will then be required to take corrective measures where necessary. The meeting was informed about progress on production tracking systems and human resource reforms. Officials said tracking systems were already fully operational in the sugar, cement, tobacco, tiles and fertiliser sectors. Work in five additional sectors was also nearing completion. These sectors have an estimated tax potential of more than Rs700 billion. Officials said tracking systems were also being developed for nine other production sectors. These sectors are estimated to have an additional tax potential of around Rs560 billion. The prime minister directed authorities to complete indirect tax tracking across the production sector by the end of the year. The meeting also reviewed reforms in the FBR’s workforce. Newly recruited officers are receiving specialised training. Existing officers are also undergoing training. The programmes have been designed around merit and performance. Officials said the training modules were aligned with international standards and Pakistan’s tax requirements. A new performance evaluation system has also been introduced. Under the system, high-performing officers can receive recognition. Officials who fail to meet performance standards can face penalties. The government has also appointed 957 third-party auditors. The move is intended to improve transparency and strengthen tax-related processes. Recruitment of 280 goods evaluators is also under way. The evaluators will work under the customs faceless assessment system. The meeting also discussed measures to reduce unnecessary tax disputes. A Case Scrutiny Committee is being established for this purpose. The committee will determine whether tax cases should proceed based on their merits. Officials also provided an update on Alternative Dispute Resolution Committees. By June 2026, 152 out of 377 applications had been resolved within 90 days. The process resulted in the recovery of Rs54 billion in tax revenue. Digital reforms also reviewed Prime Minister Shehbaz Sharif separately reviewed progress on the national digital vision. He ordered immediate measures to make the newly established Sky47 AI national central data centre available to federal government institutions. The prime minister said the initiative would help modernise government services. He said citizens would eventually be able to use a single digital identity to access multiple public services. These services could include government document verification, banking, healthcare and transfers. The prime minister said a central national data centre would bring information from federal institutions together. He said this would reduce the need for separate data centres. It could also help save public resources. Shehbaz said the national digital vision was important for building a more integrated society. He highlighted three key areas of the programme. These include the digital economy, digital citizen services and digital government services. He directed authorities to initially focus on health, agriculture, utilities, housing and small and medium-sized enterprises. The aim is to ensure that citizens begin receiving improved digital services as quickly as possible. Officials said digital implementation was already under way in agriculture, food, health, energy, housing and SMEs. Work has also started in 14 additional priority sectors. The housing component will introduce a central identification number for public and private properties. The SME component will create an integrated system of unique legal identities for businesses. The government believes these measures can improve transparency and economic activity. Shehbaz also ordered an early meeting of the National Digital Commission. The meeting will include key stakeholders. Provincial governments will also be consulted. The commission was established under the Digital Nation Pakistan Act 2025. It is chaired by the prime minister and includes the chief ministers of all provinces. The prime minister said consultation with federal and provincial institutions was essential for effective implementation. He also stressed the importance of international standards and global best practices.

LA-35 Jammu According to the unofficial and preliminary results from 100 out of 142 polling stations in LA-35 Jammu-II, Gujranwala, PML-N candidate Chaudhry Muhammad Ismail is leading with 18,788 votes. Independent candidate Sardar Ghiyas is trailing with 5,041 votes. LA-42 Kashmir According to the unofficial and preliminary results from four polling stations in LA-42 Kashmir Valley-III, PML-N candidate Syed Shaukat Ali Shah is leading with 692 votes while Pakistan Peoples Party (PPP) candidate Asim Sharif Butt is behind with 57 votes. LA-45 Kashmir According to the unofficial and preliminary results from 11 polling stations in LA-45 Kashmir Valley-VI, Pakistan Peoples Party candidate Abdul Majid Khan is leading with 1,825 votes. His rival, All Jammu and Kashmir Muslim Conference candidate Khawaja Muhammad Dilawar is trailing with 571 votes. The results are unofficial and preliminary and the final results will be announced by the relevant election authorities.

    PM Shehbaz, Field Marshal Munir begin Saudi visit

    Prime Minister Shehbaz Sharif and Chief of Defence Forces and Chief of Army Staff Field Marshal Asim Munir will pay an official visit to Saudi Arabia from August 6 to 8 to hold high-level talks aimed at strengthening bilateral ties and discussing key regional developments. According to the Foreign Office, Deputy Prime Minister and Foreign Minister Ishaq Dar will also join the delegation after completing his visit to Jordan. During the visit, Prime Minister Shehbaz is scheduled to meet Saudi Crown Prince Mohammed bin Salman. The discussions will focus on expanding cooperation between the two countries, enhancing strategic relations and reviewing regional and international issues of mutual interest. The Foreign Office said the visit reflects the deep-rooted relationship between Pakistan and Saudi Arabia, built on decades of close cooperation, mutual trust and strong brotherly ties. Officials said the high-level engagements are expected to further strengthen political, economic and strategic cooperation between the two countries. Both sides are also likely to discuss ways to improve coordination on regional security and international affairs. The visit comes at a time of heightened tensions in the Gulf region, giving the meetings added diplomatic significance. However, Pakistani officials said the agenda extends beyond the current regional situation and is aimed at reinforcing the long-term strategic partnership between Islamabad and Riyadh. The Foreign Office added that the visit will help deepen bilateral relations, expand cooperation in areas of shared interest and enhance collaboration at multilateral forums. Prime Minister Shehbaz last visited Saudi Arabia in April, where he held meetings with the kingdom’s top leadership to discuss bilateral cooperation and regional developments.
