Lahore: The Punjab Assembly has ordered an investigation into a suspected irregularity involving the transfer of 30 kanal of land after a fee was reportedly collected for only 2 kanal.

The issue was raised during a session of the Punjab Assembly, prompting Speaker Malik Muhammad Ahmad Khan to express concern over the alleged shortfall in fee collection.

The Speaker questioned how land measuring 30 kanal could be transferred after charging a fee applicable to only 2 kanal. He also raised concerns about the potential loss caused to the national exchequer.

The Speaker said that if the reduction in the fee had been made under a court order, the relevant senior official of the Board of Revenue should appear before the court and explain the circumstances surrounding the decision.

The matter also drew the attention of Opposition Leader Rana Aftab Khan, who raised concerns over possible revenue losses and weaknesses in the land administration system.

The discussion highlighted questions about the procedures followed by the revenue authorities while assessing land and collecting transfer-related fees. Members stressed the need to determine how the discrepancy occurred and who was responsible for approving the transaction.

Considering the sensitivity of the matter, the Speaker referred the issue to the relevant assembly committee for detailed examination. He directed that the matter be properly investigated and that the facts behind the alleged irregularity be established.

The development has raised broader concerns about transparency in land transfers, assessment procedures and revenue collection in Punjab. The committee is expected to examine the relevant record and determine whether any official negligence or violation of rules occurred.

The investigation will also seek to establish whether the fee was reduced under a valid legal or judicial order and whether the provincial or national exchequer suffered a financial loss as a result.

    Polling in the first phase of the Azad Jammu and Kashmir (AJK) Legislative Assembly elections was extended by one hour on Monday. Voting in Bhimber, Mirpur and Kotli continued until 6pm. PPP AJK Election Cell in-charge Sardar Abdul Shakoor called on the Election Commission to take immediate notice of disruptions at polling stations. Polling at Station 108 in LA-13 Kotli-VI was reportedly suspended for around two hours. Shakoor said the interruption was affecting voters and preventing them from exercising their right to vote. He demanded that polling be restored immediately. He also called for an investigation into the reasons behind the suspension. The PPP also alleged interference at several polling stations in LA-8 Raj Mahal and LA-12 Charhoi. The party claimed that some PML-N supporters were attempting to influence the polling process. The allegations included the presence of armed individuals near some polling stations. The PPP demanded stronger security arrangements to protect voters, polling staff and election material. Another serious incident was reported in LA-9 Nikyal. A PPP worker was killed during an incident that the party linked to alleged intimidation and the display of weapons. PPP officials identified the deceased as 35-year-old Mukhtar Younus. The party demanded the immediate arrest of those responsible for the incident. Shakoor alleged that weapons had been displayed in the area before polling day. He claimed that timely action by the authorities could have prevented the situation from worsening. The PPP also accused the federal government of interfering in the AJK elections. PPP Secretary General Nadeem Afzal Chan demanded that federal officials and government machinery remain neutral during the electoral process. He said political parties should be allowed to compete without outside interference. Chan also raised concerns over alleged use of state resources during the election campaign. He called for development announcements and other government activities that could influence voters to be stopped during the election period. The PPP has established an election monitoring cell in Islamabad. Senior party leaders are monitoring polling-related complaints through the cell. The monitoring team is also maintaining contact with election officials, district administrations, candidates and party representatives. The PPP said the purpose of the cell was to monitor the election process and report any violations. Meanwhile, the Election Commission took action against two presiding officers in Kotli. The officials were accused of failing to report to their assigned polling stations. They allegedly went to a private residence instead. An FIR was registered against both officials. They were arrested and later suspended from service. Election authorities said strict action would be taken against officials who violate election rules. They also warned that negligence and irregularities in the polling process would not be tolerated. Security remained a major focus during polling. Authorities declared 1,965 polling stations sensitive or highly sensitive. More than 19,000 security personnel were deployed across Mirpur Division. The force included around 17,000 police personnel. Around 2,100 Army personnel were also kept on standby. They could be deployed as a backup force if the security situation deteriorated. Despite the complaints and isolated incidents, polling continued at most stations. In LA-1 Dadyal, voting began in a peaceful atmosphere. Security arrangements were strengthened around all polling stations in the constituency. More than 105,000 voters are registered in Dadyal. The constituency has 139 polling stations and 234 polling booths. The first phase of the elections is being held under a revised schedule. Polling in Muzaffarabad Division and the 12 refugee constituencies is scheduled for August 2. The final phase will be held in Poonch Division on August 10. A total of 288 candidates are contesting the 13 seats in Mirpur Division. Election authorities have urged candidates, workers and voters to maintain peace and follow the electoral code of conduct.

The department’s assessment described fiscal transparency as a core component of effective public financial management, noting that it allows citizens to understand how government revenues and tax dollars are spent. That visibility into budgets, the report said, gives citizens the tools they need to hold their governments accountable. The findings arrive weeks after Pakistan’s National Assembly passed an 18.8 trillion rupee Finance Bill for 2026 to 2027 in June, which included a defence budget of 3 trillion rupees, with at least 335 billion rupees coming from provincial contributions. In its 2026 Fiscal Transparency Report on Pakistan, the State Department said the country continues to fall short in disclosing important financial data, particularly around debt obligations and the budgets of military and intelligence agencies. The report found that Pakistan’s government did not publish its executive budget proposal within a reasonable timeframe and made only limited information available on debt obligations, including debt held by major state owned enterprises. It further noted that military and intelligence budgets remain outside the scope of adequate parliamentary or civilian oversight. The assessment also pointed to areas of progress. During the review period, the report said, Pakistan’s government made its enacted budget and end of year financial reports widely and easily accessible to the public, including through online platforms. It found that publicly available budget documents offered a substantially complete picture of most planned government expenditures and revenues, including revenue generated from natural resources. The report described the information contained in the budget as generally reliable and subject to audit by the country’s supreme audit institution, which it said meets international standards of independence. Audit reports, the department noted, are published within a reasonable period and contain substantive findings. It also found that the government has specified, and largely followed in practice, clear legal criteria and procedures for awarding natural resource extraction contracts and licenses, while making basic information about such awards publicly available. The report added that Pakistan’s sovereign wealth fund operates under a sound legal framework and that the government publishes accessible information on public procurement contracts. Among its recommendations, the State Department urged Pakistan to make its executive budget proposal available to the public within a reasonable timeframe, disclose more detailed information on government debt, including debt tied to state owned enterprises, and bring military and intelligence agency budgets under parliamentary or civilian oversight. Responding to questions about the report during a weekly press briefing, Foreign Office spokesperson Tahir Andrabi acknowledged that the report had been released the previous day. He said Pakistan adheres to internationally recognized best practices around fiscal transparency, budgeting and financial disclosure, while also operating within its own constitutional, legislative and regulatory frameworks. Andrabi noted that Pakistan remains engaged in an ongoing International Monetary Fund program centered on structural reform and improved fiscal management. He said the country has completed three IMF reviews so far, adding that the reform measures taken under the program have drawn broad recognition, including credit rating upgrades from three international rating agencies as well as positive assessments from the IMF itself.
