Lahore: The 5th meeting of the Board of the Punjab Women Protection Authority (PWPA) was held under the chairpersonship of Ms. Hina Pervaiz Butt, where members reviewed the Authority’s performance and approved a series of important policy and administrative measures aimed at strengthening institutional capacity and expanding protection services for women across Punjab.

The Board reviewed the implementation status of decisions taken during its previous meeting and expressed satisfaction over the progress achieved. Members emphasized the importance of further strengthening the Authority to ensure accessible, effective and survivor-centred services for women throughout the province.

The Board approved the revised organizational structure of PWPA and stressed the need for the early filling of vacant positions to enhance the Authority’s operational efficiency and institutional capacity.

The Board also approved the Punjab Women Protection Authority (Terms and Conditions of Service) Regulations, 2026, including revised provisions relating to appointments and service matters, to establish a transparent and efficient human resource framework for the Authority.

It was further decided that the Punjab Social Welfare & Bait-ul-Maal Department will undertake development initiatives relating to the establishment of new PWPA facilities and infrastructure in coordination with the Authority.

Director General Punjab Women Protection Authority, Dr. Lubna Nazir, briefed the Board on the Authority’s recent achievements, including the digitization of case records, implementation of awareness campaigns, progress in service delivery, and the increasing number of registered cases being handled by PWPA. She also informed the Board that the Authority had received more than 3,000 applications for its Internship Programme, reflecting growing public confidence and youth engagement.

Dr. Lubna Nazir further informed the Board that the PWPA Helpline has been upgraded to a toll-free service (0800-01737) to make support services more accessible to women across Punjab.

During the meeting, Secretary Punjab Social Welfare & Bait-ul-Maal Department, Ms. Sara Omar, emphasized that every woman in Punjab who needs assistance should have access to PWPA’s services. She underlined that achieving this objective requires further strengthening the Authority through enhanced human resources, institutional development, and capacity building so that PWPA can effectively extend its outreach across the province.

The Board also appreciated the Authority’s growing collaboration with the Japan International Cooperation Agency (JICA), acknowledging its role as an important development partner supporting institutional strengthening and capacity-building initiatives.

Speaking on the occasion, Chairperson Hina Pervaiz Butt reaffirmed PWPA’s commitment to working in close coordination with all relevant government departments and partner organizations to further strengthen Punjab’s women protection system.

She stated that under the leadership and special focus of Chief Minister Maryam Nawaz Sharif, the Government of Punjab is committed to building strong and responsive institutions that provide timely protection, legal assistance, rehabilitation, psychosocial support, and other essential services to women across the province.

The Chairperson thanked all Board members for their valuable input and reiterated the Authority’s resolve to implement the Board’s decisions effectively to further strengthen the protection framework for women in Punjab.

Officials said the system is intended to ensure that artists and rights holders receive appropriate protection when their music is used commercially. Authorities have also warned that action may be taken against establishments that play music without obtaining the required licence. The new rules are expected to affect a wide range of commercial venues across the UAE, including hospitality and retail businesses.

      A petition submitted to the Islamabad High Court (IHC) has challenged President Asif Ali Zardari’s delay in approving the appointment of judges to several high courts across Pakistan. The petitioner argues that the president’s failure to act on the recommendations has created a serious constitutional issue and worsened the shortage of judges, affecting the country’s justice system. The petition was filed by Advocate Luqman Zafar Chaudhry through his legal counsel, Zahid Asif Chaudhry. It requests the court to issue a writ of mandamus directing the president, through his secretary, to immediately approve the summary sent by the prime minister. The summary contains the recommendations of the Judicial Commission of Pakistan (JCP) for appointments to the Islamabad, Lahore, Sindh, and Balochistan High Courts, along with the confirmation of several additional judges. According to the petition, the Judicial Commission, chaired by the Chief Justice of Pakistan, completed the constitutional process by finalizing its recommendations on July 20 and 21. These recommendations were subsequently forwarded to the president under Article 48 of the Constitution through the prime minister. However, the president has neither approved the summary nor returned it for reconsideration, despite the constitutional process requiring timely action. The petitioner maintains that Article 48 allows the president to return the prime minister’s advice only once within 15 days for reconsideration. Beyond that, the Constitution does not permit indefinite delay or silence. Therefore, the petition argues that the president is constitutionally obligated to approve the recommendations once the prescribed period has passed. It further states that the delay disrupted the oath-taking ceremony for the recommended judges, which had been scheduled for July 27. As a result, the ceremony was postponed indefinitely, leaving several judicial positions vacant and increasing the burden on existing judges. The petition also argues that the president’s inaction effectively transforms a ceremonial constitutional responsibility into an unauthorized veto power, something the Constitution does not allow. It claims this undermines judicial independence protected under Articles 2A and 175(3) of the Constitution. Referring to previous Supreme Court judgments, the petitioner emphasizes that judicial appointments must be completed through a transparent, collaborative, and time-bound constitutional process without executive interference. The petition also compares the president’s role under Article 48 with Article 75, which governs presidential assent to legislation and similarly requires action within a specified timeframe. According to the petitioner, the continued delay has created an acute shortage of judges, slowing the disposal of cases and affecting citizens’ constitutional rights to a fair trial and access to justice under Articles 9, 10A, and 25. The petition also raises concerns that the delay may have been influenced by political considerations rather than constitutional requirements. Citing media reports and public statements, it requests the court to determine when the Presidency received the summary, seek an explanation for the delay, declare the continued inaction unlawful, and prevent any action inconsistent with the Judicial Commission’s recommendations until the case is decided. The controversy has emerged amid a wider constitutional debate regarding the president’s authority in judicial appointments. While earlier Supreme Court decisions have held that the president cannot reject recommendations made by the Judicial Commission, Article 175A(8) does not clearly specify how quickly the president must act. Legal experts believe the issue may ultimately require judicial interpretation to clarify the constitutional limits of the president’s role in the appointment process.

    JERUSALEM: Fresh violence erupted along the Israel-Lebanon border on Wednesday after two Israeli soldiers were killed during a military operation in southern Lebanon, prompting retaliatory Israeli airstrikes even as diplomatic talks aimed at reducing tensions continued in Rome. The latest escalation comes despite a US-brokered security arrangement reached in June, which was intended to ease hostilities between Israel and Lebanon following months of cross-border clashes. According to Israeli authorities, the two soldiers were killed and four others wounded when an explosion ripped through a building they had entered during a security sweep inside southern Lebanon. Israeli Army Radio, citing a security source, reported that investigators were still trying to determine whether the explosive device had been planted before or after the ceasefire agreement. Soon after the incident, the Israeli military described the explosion as a “blatant ceasefire violation” and launched a series of retaliatory strikes targeting areas in southern Lebanon. Lebanese officials said one civilian was killed and at least 12 others were injured after Israeli strikes hit the town of Tibnin, around 25 kilometres from Mansouri. Before the attack, the Israeli military issued an evacuation warning for residents in the area—the first such online warning directed at Lebanon in more than a month. However, Israel’s tone appeared to soften a day later. In a statement mourning the soldiers, Defence Minister Israel Katz did not directly accuse Hezbollah or refer to a ceasefire violation, signalling that Israeli authorities may be seeking to avoid a wider military escalation. Israel continues to maintain a buffer zone inside southern Lebanon, saying its forces are operating there to eliminate threats posed by the Iran-backed Hezbollah movement and to enhance border security. Meanwhile, diplomatic efforts remain underway in Rome, where Israeli and Lebanese officials are participating in talks that began on Tuesday and are scheduled to continue through Thursday. The negotiations are focused on strengthening the June security arrangement and preventing further violence along the volatile frontier. The renewed bloodshed underscores the fragile nature of the ceasefire and highlights the challenges facing mediators seeking lasting stability in the region. While both sides have expressed interest in preventing a broader conflict, sporadic violence continues to threaten the progress made through recent diplomatic initiatives. With negotiations still in progress and tensions remaining high, regional observers fear that any further incidents along the border could quickly undermine the fragile peace and derail ongoing efforts to maintain security between the neighbouring countries.

He noted that the increasing number of applicants highlights the trust students and their families place in the university’s academic reputation. Dr. Ali said the university remains committed to providing students with the best possible opportunities to develop academically while enhancing their research, extracurricular, and professional skills. He emphasized that the institution aims to produce capable, responsible, and ethical graduates who can make meaningful contributions to society, industry, and the country’s development. In a first for the university, Punjab University has also introduced an AI-powered chatbot to assist applicants during the admission and entry test process, making information and guidance more accessible while improving the overall admissions experience.

That was the worst commercial ever made by the way, for those few people who want to hear that. Most people don’t care, but I would. I wouldn’t want to hire Dylan any time soon.” According to the report, Trump later shared an edited image on social media that placed Kaitlan Collins’ face onto Mulvaney’s body from the Bud Light advertisement, further extending the joke beyond the dinner.
