Rs4.21bn collected, thousands await housing

Islamabad: The Senate Standing Committee on Housing and Works raised serious concerns over delays in major federal housing projects, where thousands of allottees have waited years for possession of their plots and apartments despite making payments.

The committee decided to summon the Chairman of the National Accountability Bureau (NAB) in its next meeting to brief it on investigations, inquiries and legal issues related to delayed housing projects managed by the Federal Government Employees Housing Authority (FGEHA).

The decision came after lawmakers expressed frustration over the long delays in the Green Enclave I project in Bara Kahu, Islamabad, where some allottees have reportedly waited years for possession after making payments for many years.

The Senate committee, chaired by Senator Nasir Mehmood, reviewed the progress of several housing schemes and questioned why projects launched for public sector employees and other members had remained incomplete for such a long period.

During the briefing, officials informed the committee about the status of housing schemes managed by FGEHA and the PHA Foundation. While reviewing the Green Enclave I project in Bara Kahu, the committee learned that land acquisition started in 2009 and the project covers around 3,375 kanals.

Members expressed concern that despite a construction agreement being signed in 2019, physical development work remains suspended due to disputes related to contracts, work execution and security requirements.

The committee was told that many allottees had been making payments since 2008 but had still not received physical possession of their plots. Lawmakers questioned how citizens could continue waiting for years after fulfilling their financial responsibilities.

Housing officials informed the committee that development work could restart after approval from the relevant board once contractual disputes are resolved. However, members expressed dissatisfaction over the continued delay and decided to seek answers from NAB regarding the matter.

The committee also reviewed the Green Enclave II or Sky Garden Housing Scheme located in Mauza Kathar and Mauza Mangal. Officials informed the committee that the project covers around 7,300 kanals and that more than 2,455 consent notices have been issued.

The committee was informed that over Rs4.21 billion had been collected from members under different categories. Officials said land related issues in Mauza Kathar had been resolved, while the court decided legal disputes regarding Mauza Mangal in favour of FGEHA in April 2026.

The committee reviewed the expected development timeline and was informed that block wise plot handovers are planned between December 2026 and March 2027. To remove administrative delays, the committee decided to call the Deputy Commissioner Rawalpindi for a detailed briefing in the next meeting.

The committee also examined the EHFPRO Lifestyle Residency Apartments project in Sector G 13, Islamabad. Officials informed lawmakers that around 70 percent of the physical work had been completed, but the project faced serious problems due to rising construction costs after COVID 19, financial difficulties and the death of the private contractor.

Following repeated violations, the joint venture agreement was terminated and FGEHA took control of the project. Officials said they are now trying to restart the project through a Public Private Partnership model to avoid placing additional financial pressure on allottees.

The committee was informed that the project’s planning approval has been completed and the process to select a new partner is underway. Members directed the ministry to provide regular updates on the progress of the project.

The Senate committee also reviewed the PHA F Residencia Project on Kuchlak Road, Quetta, and other government housing facilities. Officials informed the committee that the Quetta project has achieved around 50 percent physical progress.

They said construction work has progressed on houses and apartment blocks, while additional units are being processed through new tendering. The committee also reviewed maintenance work at Federal Lodges and noted improvements in cleaning, repairs, and electrical work.

Members discussed issues faced by residents, including water supply, drainage and basic facilities at some housing schemes. Officials informed the committee that discussions were ongoing between housing authorities and residents’ representatives to solve these problems.

The committee also reminded residents that any unauthorised changes in buildings must be regularised through the Capital Development Authority. Senator Nasir Mehmood stressed that housing projects involving public money must be completed on time and that the rights of allottees must be protected.

The committee said delays in public housing schemes create financial and emotional difficulties for citizens and directed relevant departments to improve transparency and speed up development work.

According to police officials, the incident came to light after an emergency call was received, prompting officers to reach the scene and begin an investigation. Family members told investigators that the suspect, who is a close relative of the child, had taken the toddler outside for a walk. SpaceX revenue nearly doubles in first earnings report

SpaceX has released its first earnings report since becoming a publicly traded company. Revenue nearly doubled over the past year, even as artificial intelligence spending surged sharply. Despite beating analyst forecasts on both revenue and earnings, the company’s stock slipped in after-hours trading. Investors appeared more focused on rising costs than on the strong topline numbers. The company reported $7.8 billion in revenue for the second quarter. That marked a 92% jump compared to the same period last year. Net losses narrowed significantly to $541 million, down from $1 billion a year earlier. SpaceX began trading on the US stock market back in June. Starlink, the company’s satellite internet division, remained the only profitable business unit. It generated $1.6 billion in revenue during the quarter. Elon Musk told analysts on the earnings call that people were underestimating the company. He pointed directly to Starlink’s rapid growth as proof. Musk suggested Starlink could eventually power a large share of global internet access. Meanwhile, the company’s AI computing division posted a $1.2 billion loss on $2.5 billion in sales. The core space business also posted a loss, at $542 million on $962 million in sales. Musk said SpaceX currently runs 1.4 gigawatts of AI computing capacity. He added that this figure is expected to hit 10 gigawatts within the next year. Chief Financial Officer Bret Johnson said capital spending would stay steady for the rest of the year. Industry voices offered mixed reactions to the results. Carré Partners CEO Wendy Souvannarath noted that heavy AI investment has become the norm across tech firms. Analyst Brady Wang praised Starlink’s strong subscriber growth as a genuine bright spot. However, IG analyst Fabien Yip pushed back on Musk’s framing. He said it was a stretch to call the company underestimated while its AI division kept losing money.

Pakistan imposes new restrictions on foreign media

Pakistani authorities have exposed regulatory measures governing foreign media operations in the country. The strategy has triggered an alarm among press freedom advocates, legal observers, and media personnel. Under the newly issued Foreign Media Facilitation Guidelines, journalists representing international organizations will no longer be permitted to travel or cover news events outside three major metropolitan hubs without explicit prior authorization from the government. The regulations come at a delicate juncture marked by escalating political instability, public demonstrations, and security crackdowns across key regions including recent demonstrations connected to heightened tensions in Kashmir and subsequent enforcement actions in urban centers like Lahore. Critics argue that by constraining the scope of international newsgathering precisely when accurate coverage is most vital, the state risks deepening information voids and exacerbating the spread of unverified claims. Key Requirements of the New Media Framework Administered through the External Publicity Wing of Pakistan’s Ministry of Information, the updated regulatory policy establishes procedural hurdles for international news agencies. Foreign correspondents, local staff, contributors, and freelance journalists working for international outlets must secure an official No Objection Certificate (NOC) before traveling to conduct reporting assignments outside Islamabad, Karachi, and Lahore. Regions requiring prior approval now explicitly cover all provincial territories, sensitive border zones, and Pakistan-administered Kashmir. The framework provides no defined processing timeframe for NOC applications, leaving reporting teams facing unpredictable delays and potential administrative holds. The Ministry reserves the authority to suspend or revoke official media accreditation if reporting is judged to run counter to the country’s national sovereignty, ideology, or public safety phrasing that legal analysts describe as intentionally open-ended. Backlash from Analysts and Rights Groups The enactment of these guidelines has drawn sharp rebuke from political commentators, civil society organizations, and international press watchdogs, who view the move as part of a systematic contraction of independent journalism within the country. Former senator and political commentator Mustafa Nawaz Khokhar highlighted the grave consequences of curtailing foreign news organizations, warning that restricting legitimate press operations ultimately undermines public trust. These guidelines are tantamount to choking international media in an increasingly shrinking space, Khokhar noted, emphasizing the vital role global news outlets play when local media environments face structural pressure. The public looks at the international media for independent reporting. Placing restrictions simply creates more room for disinformation and the spread of fake news.   Rights groups including the Pakistan Federal Union of Journalists (PFUJ) and international watchdogs have echoed these concerns. They’re pointing out that advance the requirement of government permission for routine reporting effectively grants authorities veto power over what news reaches the global audience. Broader Context of Press Freedom in Pakistan Pakistan’s media environment has historically operated in a complex space balancing constitutional guarantees of free speech against national security laws. However, media analysts note that state oversight of both traditional print/broadcast journalism and online digital spaces has tightened significantly in recent years. The introduction of the new foreign media guidelines coincides with broader legislative shifts aimed at regulating online speech and social media platforms. Observers express concern that administrative barriers, combined with strict digital laws, could leave remote or politically sensitive areas completely cut off from independent news coverage. By limiting foreign journalists’ mobility primarily to the capital and two largest economic centers, field reporting from rural regions, border zones, and conflict-affected territories will become exceptionally difficult to conduct legally. Implications for International Coverage As international newsrooms adapt to the new framework, news gathering strategies across South Asia are likely to face operational friction. Bureau chiefs and correspondents report that unpredictable NOC processing times make time-sensitive breaking news coverage outside major cities nearly impossible to guarantee.   Without direct on-the-ground access for independent journalists, global news consumers may increasingly have to rely on official statements or unverified social media updates during crises. For a country navigating complex domestic politics and delicate international relations, press freedom advocates warn that restricting the lens through which the world views Pakistan could backfire, isolating the nation’s political discourse and fostering an environment where misinformation thrives unchecked.
