Thailand Releases 18 Cambodian Soldiers Held Since July

BANGKOK – Thailand on Wednesday released 18 Cambodian soldiers who had been detained since July, fulfilling a key condition of the ceasefire agreement signed over the weekend. The handover took place at 10 a.m. at the Ban Phak Khat permanent border checkpoint in Chanthaburi province, which remains closed to the general public.

The release was conducted in accordance with measure No. 11 of the joint statement signed during Saturday’s special meeting of the Thai-Cambodian General Border Committee in Chanthaburi. The clause stipulated that the detained soldiers would be repatriated after a 72-hour observance of the ceasefire, a provision also aligned with the earlier Kuala Lumpur Joint Declaration of October 26.

Originally scheduled for Tuesday, the release was postponed by Thailand due to alleged breaches of the ceasefire agreement by Cambodia. The 18 soldiers had surrendered in late July after being surrounded along the border in Si Sa Ket province and had been held since.

A statement from the Thai Ministry of Foreign Affairs confirmed that the detainees were treated in accordance with international humanitarian law, including the 1949 Geneva Convention, and received periodic visits from the International Committee of the Red Cross (ICRC). Thai authorities facilitated communication between the soldiers and their families.

Prior to their repatriation, each soldier underwent a health examination as required under the Geneva Convention. Officials ensured the handover was voluntary, safe, and dignified, with the soldiers’ families notified in advance. The process was monitored by representatives from both the Red Cross and ASEAN observer teams.

The statement emphasized that the release reflects Thailand’s commitment to humanitarian principles and to rebuilding trust with Cambodia. It added, “Thailand hopes Cambodia will reciprocate this goodwill with concrete action to promote lasting peace between the two countries.”

The exhumation had initially been scheduled for Friday but was postponed following the dispute over the board’s composition. Mir Hussain had said he would not allow the exhumation until the previous medical board was restored. His lawyer, Jibran Nasir, also rejected the newly formed board and sent notices to the police and health secretary. He alleged that political interference was affecting the case. Nasir demanded that the exhumation and post-mortem be conducted by the same eight-member board that had originally been constituted by the Karachi police surgeon on court orders. Case background Mir Raza Ali Khan went missing from the Pakistan Employees Housing Society (PECHS) area on July 28. His body was recovered from Gulistan-e-Johar two days later. According to police, Raza had left home at around 4:09am in an online taxi. His body was later found in a severely damaged condition, with a gunshot wound to his chest. Police said all of Raza’s social media accounts had been shut down a day before his body was recovered. Investigators have sought his phone records and information about people who had been in contact with him from the relevant telecommunications company. The driver of the online taxi Raza had used has also been questioned. According to his statement, he dropped Raza at his destination in Gulistan-e-Johar. Raza’s father previously said his son was due to marry on August 30 at Bait-ul-Mukarram Mosque in Gulshan-e-Iqbal. He said Raza had been extremely happy about starting a new chapter of his life.

Speaking to the media outside PIMS on Wednesday, Kamal said he had placed himself before Prime Minister Shehbaz Sharif for accountability and would accept whatever decision the premier makes. “I have presented myself before Prime Minister Shehbaz Sharif for accountability. He is my boss and will decide my fate,” the minister said. Kamal also assured that action would be taken against anyone found responsible for negligence or any other mistake linked to the incident. The minister said preliminary CCTV footage had provided investigators with an indication of how the fire started. According to him, the footage showed a spark near an air conditioner at around 6:38am. People were seen leaving the area shortly afterwards. He said the presence of oxygen in the ward caused the flames to intensify rapidly. Kamal maintained that the government would not conceal any information related to the incident and that those responsible would be dealt with according to the findings of the investigation. The minister faced protests and angry reactions from people gathered outside the hospital while speaking to reporters. The situation became tense, forcing him to leave the premises. The tragedy has triggered demands for a transparent investigation and accountability of all officials and staff whose actions or omissions may have contributed to the deaths. Pakistan Peoples Party (PPP) Senator Sherry Rehman also called for the health minister’s resignation, saying serious questions had emerged about emergency arrangements at the hospital. Rehman claimed that the emergency department’s door was locked after the fire and that people had to break windows to gain access. She also questioned the reported absence of doctors at the scene. The PPP senator said her party was not seeking to politicise the tragedy but had a responsibility to ask questions about the circumstances that led to the loss of newborn lives. “The minister responsible should resign,” Rehman said. Another senior PPP leader, Nayer Hussain Bokhari, said the Health Ministry must answer questions surrounding the incident. He argued that holding only a single secretary responsible would not be sufficient if the investigation identifies wider administrative failures. The incident has placed renewed focus on safety measures, emergency preparedness and accountability at major public hospitals. Authorities are expected to determine the exact cause of the fire and establish whether negligence, equipment failure or administrative shortcomings contributed to the deaths.

    Two terrorists killed in Balochistan operation

    Security forces have killed two terrorists and wounded three others during an intelligence-based operation in Killi Zaik, Balochistan, according to security sources. The operation was launched after intelligence reports indicated the presence of suspected terrorists in the area. Security personnel moved in on the reported hideout and conducted a targeted operation. Two terrorists were killed during the operation, while three others sustained injuries. Security forces also recovered ammunition, hand grenades and materials believed to have been used for preparing improvised explosive devices (IEDs). Officials said security operations against militant groups in Balochistan are continuing as part of ongoing efforts to prevent terrorist attacks and dismantle militant networks operating in the province. The latest operation comes amid an increase in security activity across Balochistan. In recent days, security forces have conducted several intelligence-based operations in different districts of the province. On Sunday, seven terrorists were killed during an intelligence-based operation in the Lajay area of Kharan. The previous day, 10 terrorists were killed and several others were injured during an operation in the Shor Pard area of Khuzdar district. Earlier, 18 terrorists were reported killed in operations in Surab district. Eight of them were killed after an explosive device detonated prematurely, according to security officials. Security forces have also carried out operations in Panjgur, where five terrorists, including a key militant commander, were killed in the Sarkini and Chedgi areas. The intensified security operations come as Balochistan continues to face serious security challenges. The province has witnessed a rise in militant activity and casualties in recent months. A recent security assessment by the Pakistan Institute for Conflict and Security Studies showed a sharp deterioration in the security situation in Balochistan during July. According to the assessment, deaths linked to violence in the province increased from 109 in June to 372 in July. The number of security personnel killed also rose significantly, from six in June to 62 in July. The report further recorded an increase in militant deaths, with 238 terrorists reportedly killed in July compared with 75 in June. Civilian deaths also rose from 28 to 54 during the same period.
