22 dead, 183 injured in Punjab rains

Punjab Disaster Management Authority (PDMA) Director General Umar Abbas has said that 22 people have died and 183 others were injured in various rain-related incidents across Punjab.

Speaking at a press conference in Lahore, Abbas said the Gujranwala and Rawalpindi divisions received the highest rainfall during the recent spell. He added that the water situation in the Ravi and Sutlej rivers remains normal.

According to the PDMA chief, a breach developed in an embankment in Sheikhupura, but authorities immediately repaired it and filled the gap.

Abbas said new machinery had been acquired under the Punjab Development Programme to improve the province’s ability to respond to emergencies. He claimed that water accumulation this year was three times lower than last year.

He said the authorities had also completed the cleaning of major drains before the monsoon season to reduce the risk of urban flooding and waterlogging.

The PDMA director general said Punjab’s electricity infrastructure is outdated, and relevant authorities are reviewing several issues concerning the power system.

He further said that encroachments and people living in riverbeds have been removed as part of measures to prevent casualties during flooding.

According to Abbas, protective embankments are also being constructed at several locations along rivers to strengthen flood protection and minimise the impact of rising water levels.

The latest figures highlight the continuing risks posed by heavy monsoon rains across Punjab, while authorities are monitoring rainfall, river levels and vulnerable areas to prevent further loss of life and property.

Arson suspect charged as catastrophic wildfires devastate Spokane County

A 37-year-old man has been charged with first-degree arson in connection with one of three uncontained wildfires burning across Spokane County, Washington, as emergency crews continue to combat blazes that have destroyed hundreds of structures and forced tens of thousands to flee their homes. Spokane County Sheriff John Nowels confirmed that Aaron F. Farinacci was arrested on Monday in relation to the Old Trails Fire and is being held on a $1 million bond. According to law enforcement officials, a witness reported seeing Farinacci kneeling near the location where the fire originated on Saturday, shortly before smoke was observed rising from the brush. Responding officers subsequently located the suspect carrying waterproof matches and a butane lighter. Investigators utilised body-worn camera footage to obtain an official arrest warrant. The Old Trails, Autumn Lane, and Fairview fires have collectively scorched more than 10,000 acres across the region. None of the three blazes has been contained, presenting an ongoing challenge for emergency personnel navigating difficult weather conditions and dry vegetation. Washington Governor Bob Ferguson described the emergency in stark terms during a broadcast interview, characterising the destruction across urban and suburban zones as severe. He noted that entire residential neighbourhoods within the city of Spokane have been largely wiped out by the advancing flames. Local authorities estimate that more than 700 structures have been completely destroyed, with an additional 10,000 properties remaining under immediate threat. Roughly 65,000 residents across Spokane County have been ordered to evacuate as containment efforts proceed. Emergency services confirmed that no fatalities or injuries have been verified to date.

Senate health subcommittee discusses A-Level, FSc …

Pakistan’s Senate Health Subcommittee held an important meeting to discuss concerns surrounding the Medical and Dental College Admission Test (MDCAT), the country’s medical education policies, and the increasing number of students pursuing medical education abroad. The session was chaired by Senator Samina Zehri, the convener of the subcommittee, and attended by Federal Health Minister Mustafa Kamal, Senator Anusha Rahman, Senator Shahzaib, and officials from the Pakistan Medical and Dental Council (PMDC). During the meeting, Senator Samina Zehri highlighted the significant differences between Pakistan’s FSc (Faculty of Science) education system and the internationally recognized A-Level qualification. She remarked that Pakistan’s education system is well known for its challenges and that the disparity between the two academic streams should not be overlooked when formulating admission policies for medical colleges. Responding to these concerns, Federal Health Minister Mustafa Kamal stated that the MDCAT examination is designed in a way that does not favor either A-Level or FSc students. He explained that the test includes questions that can be answered by candidates from both educational backgrounds, ensuring fairness in the admission process. According to the minister, the examination aims to assess students’ knowledge and aptitude rather than the curriculum they have studied. Mustafa Kamal further suggested that a detailed analysis should be conducted to determine how students from different educational backgrounds perform in the MDCAT. He pointed out that approximately 95,000 students had passed the examination and proposed collecting data from the past five years to determine how many successful candidates came from A-Level and FSc backgrounds. Such data, he said, would provide evidence-based insights for future policy decisions. The minister also assured members of the committee that the details of the assessment committee responsible for the MDCAT would be submitted within 24 hours. In response, Senator Anusha Rahman stated that the Senate committee was currently assisting the ministry in reviewing the admission process and therefore required complete information about the committee members involved in preparing and evaluating the examination. Following the discussion, Federal Health Minister Mustafa Kamal formally assured the committee that all requested information regarding the assessment committee would be provided within the promised timeframe. During the meeting, Senator Anusha Rahman also called for a review of the Pakistan Medical and Dental Council’s (PMDC) current policies. She emphasized the need to reassess regulations to ensure they effectively address the concerns of students and maintain the credibility of Pakistan’s medical education system. Senator Shahzaib raised another important issue regarding Pakistani students who intend to pursue higher medical education abroad. He questioned why graduates of Pakistani universities who plan to enroll in medical institutions overseas are still required to take the MDCAT. Referring to a recently issued advertisement, he noted that the existing policy appears to require these students to pass the admission test even if they have no intention of studying medicine within Pakistan. In response, Health Minister Mustafa Kamal acknowledged the concern and assured the committee that the policy would be reviewed. Senator Anusha Rahman added that while reviewing the policy, authorities should also ensure that students planning to study abroad avoid enrolling in institutions that have been identified as “red-flag” universities or those lacking proper accreditation. The Chairman of the PMDC Reforms Committee informed the meeting that students intending to study medicine overseas are required to register with the PMDC before leaving the country. This registration process, he explained, helps the regulatory body monitor students and maintain standards for foreign medical qualifications. Highlighting another major concern, Health Minister Mustafa Kamal stated that around 40,000 Pakistani students travel abroad each year for medical education, taking an estimated US$800 million out of the country. He stressed that this represents a significant financial outflow and underlined the importance of strengthening Pakistan’s own medical education system. However, Senator Anusha Rahman offered a different perspective, arguing that many of these students eventually return to Pakistan after completing their education and contribute to the country’s economy through their professional earnings. She suggested that while the government should improve local opportunities, it should also recognize the long-term benefits that internationally educated professionals can bring back to Pakistan.

Senate questions FBR over Rs1,120bn tax-exempt imports

Islamabad: The Senate Sub Committee has raised serious questions over the Federal Board of Revenue’s failure to provide complete records related to Rs1120 billion worth of tax exempted imports in former FATA and PATA regions, while also seeking detailed tax information from major tobacco companies including Pakistan Tobacco Company and Philip Morris Pakistan Limited. The matter came up during a meeting of the Senate Sub Committee convened by Senator Saifullah Abro at Parliament House. The Committee was reviewing press freedom concerns, cigarette smuggling networks, tax evasion issues and possible misuse of duty exemption systems. At the beginning of the meeting, Pakistan Federal Union of Journalists President Afzal Butt raised concerns regarding remarks made about a private channel reporter during an earlier Committee meeting. Senator Saifullah Abro assured that the Committee respects every citizen and considers the media an important partner in highlighting national issues. He stated that the Committee would continue working on matters related to illegal tobacco trade and economic losses faced by the country. The main focus of the meeting shifted towards the Federal Board of Revenue’s pending information regarding tax exempted areas. The Committee noted that raw materials worth Rs1120 billion entered tax exempt regions between 2018 and 2026 under exemption arrangements. Members expressed concern that manual tracking systems and a lack of automated verification could create risks of illegal movement of goods into taxable markets. The Committee once again directed FBR to provide complete details of consumption certificates issued against the Rs1120 billion imports and submit tax related information for the tobacco sector, especially regarding Pakistan Tobacco Company and Philip Morris Pakistan Limited. During the meeting, officials also discussed investigations into cigarette theft cases and illegal activities in the tobacco sector. The Federal Investigation Agency briefed the Committee about cigarette theft cases in Peshawar, Khyber Pakhtunkhwa. The Committee also reviewed the investigation regarding senior officials and a tax charge sheet issued against Deputy Commissioner Inland Revenue Fahim Rashid in connection with Paramount Tobacco Company. Another serious matter discussed was the theft of 2,828 cigarette cartons from an FBR warehouse. The cartons were reportedly valued at Rs25 crore. The Committee directed FBR to prepare clear Standard Operating Procedures for registering, handling and managing seized goods to prevent such incidents in the future. The Committee also examined concerns related to cigarette smuggling and tax losses, stressing that illegal trade not only affects government revenue but also creates unfair competition for legal businesses. The meeting also discussed government advertisement spending and tobacco industry media campaigns. The Committee reviewed information provided by the Press Information Department and Pakistan Electronic Media Regulatory Authority and stressed the need for greater transparency in advertisement payments and media related spending. The meeting was attended by Senators Umer Farooq, Muhammad Talha Mehmood and Dilawar Khan as well as senior officials from the Ministry of Interior and Narcotics Control, Ministry of Information and Broadcasting, Press Information Department, FBR Inland Revenue, Customs, FIA, National Cyber Crime Investigation Agency and other relevant departments. Senator Saifullah Abro directed all concerned institutions to provide the required information and continue cooperation with the Committee. The Committee made it clear that investigations into tax exemptions, tobacco sector irregularities and smuggling networks would continue until complete records and explanations were provided.
