Rs22 Billion allocated to PIMS, 14 newborns dead

ISLAMABAD: A deadly fire at the Pakistan Institute of Medical Sciences (PIMS) on August 26 resulted in the deaths of at least 14 newborns, raising serious questions about safety standards, hospital management and the use of public funds.

The tragedy has brought renewed attention to the financial resources provided to the country’s major public hospitals. Federal government records show that approximately Rs22 billion was allocated to PIMS over the past three years. Despite these substantial allocations, the hospital continues to face staff shortages, maintenance concerns and problems with essential equipment

Official budget figures show that PIMS received an allocation of Rs6.84 billion during the previous financial year. However, the hospital spent approximately Rs7.51 billion, exceeding its approved budget by around Rs670 million.The institution also received an additional Rs660 million in supplementary funds during the year.For the current financial year, the government’s allocation for PIMS has been increased to approximately Rs7.63 billion.

Questions have also been raised over funds allocated for repair and maintenance. The federal government had previously provided Rs500 million under this category, while only Rs230 million has been earmarked for the current year.

These figures have prompted concerns over whether available resources are being effectively utilised and whether sufficient priority is being given to basic safety, maintenance and patient care.

Despite receiving billions of rupees in government funding, PIMS is reportedly operating with a significant shortage of staff.

Hospital data indicates that 949 sanctioned positions remain vacant. These include 385 doctors, 363 nurses and 201 paramedical staff.

Such shortages can place additional pressure on existing employees and affect the hospital’s ability to provide timely care. Understaffed wards can also make emergency response more difficult, particularly in critical departments where patients require continuous monitoring.

The PIMS fire has therefore intensified questions about whether staffing gaps and inadequate resources played any role in the tragedy. Determining the exact causes, however, will require a transparent and independent investigation.

The concerns surrounding PIMS are part of a broader debate over safety and accountability in Pakistan’s public hospitals.

A review of reported incidents between 2016 and 2026 has highlighted several cases involving alleged negligence and failures in healthcare facilities across the country.

In June 2025, 20 children, including 15 newborns, reportedly died at DHQ Hospital Pakpattan, with oxygen shortage cited as a possible factor. In October 2020, seven patients died at Khyber Teaching Hospital Peshawar following an oxygen supply failure.

In November 2024, a three-year-old child reportedly fell into an open manhole inside Children’s Hospital Lahore.

Other reported incidents across different cities have involved alleged treatment delays, incorrect injections, oxygen-related problems and unsafe hospital infrastructure.

The PIMS tragedy has once again raised questions about whether increasing government allocations are producing meaningful improvements in public healthcare.

The government has ordered an inquiry into the fire, which is expected to determine the circumstances surrounding the deaths and identify any negligence or safety failures. For the families who lost their newborns, however, no investigation can undo the loss.

The central question now is whether the billions allocated to PIMS have been used effectively and whether hospital authorities maintained adequate staffing, equipment, fire-safety systems and infrastructure.

If a major public hospital receiving billions in government funding cannot guarantee basic safety for vulnerable patients, accountability must extend beyond temporary suspensions or administrative changes.

The tragedy has highlighted the urgent need for stronger oversight, transparent financial management, adequate staffing and enforceable safety standards across Pakistan’s public healthcare system.

    Director General of Inter-Services Public Relations (ISPR) Lieutenant General Ahmed Sharif Chaudhry has said Pakistan must become a “hard state” where the Constitution and law are applied equally to everyone, stressing that strong governance is essential to defeating terrorism and ensuring lasting peace. He rejected claims that the security situation in Balochistan is worsening, calling them part of a deliberate campaign to create a false perception about the province. Addressing a detailed press conference on Friday, the military spokesperson said Pakistan’s security forces continue to make significant gains against terrorism through sustained intelligence-based operations across the country. Lt Gen Chaudhry said a total of 40,348 intelligence-based operations (IBOs) have been carried out so far this year by the armed forces, police, intelligence agencies and civil armed forces. More than 31,000 of these operations were conducted in Balochistan, reflecting the state’s continued focus on restoring peace in the province. He said Pakistan recorded 3,145 terrorism-related incidents during 2026. Of these, 1,971 incidents occurred in Khyber Pakhtunkhwa, 1,148 in Balochistan and 26 in other parts of the country. The ISPR chief said security forces killed 2,084 confirmed terrorists during operations this year, describing it as the highest average in the country’s history. On average, around 10 terrorists have been eliminated every day, while nearly 200 intelligence-based operations are conducted daily. Highlighting the sacrifices made in the fight against terrorism, Lt Gen Chaudhry said 819 Pakistanis lost their lives in terrorism-related incidents this year. The victims included 303 military personnel, 194 members of police and civil armed forces, and 322 civilians. He also revealed that 28 suicide attacks had taken place across the country during the year. According to him, most of these attacks involved Afghan nationals or individuals linked to groups operating from Afghan territory. The military spokesperson said the rise in terrorist attacks should not be viewed as a sign of weakness. Instead, he argued that militant groups have intensified attacks because of increasing pressure from proactive security operations and repeated battlefield setbacks. Lt Gen Chaudhry also accused the Afghan Taliban administration of allowing terrorist groups to operate from Afghan soil, claiming cross-border support remains a major factor behind terrorism inside Pakistan. Explaining his vision of a “hard state,” he said it does not mean military rule. Rather, it refers to a country where institutions function according to the Constitution, laws are enforced fairly, and no individual or group stands above the law. Referring to Article 5 of Pakistan’s Constitution, he said loyalty to the state and obedience to the Constitution are fundamental duties of every citizen. He added that discussions about rights must also include recognition of civic responsibilities. Speaking specifically about Balochistan, Lt Gen Chaudhry said the province’s real challenge lies with certain elites and tribal leaders who seek to preserve the existing power structure. He alleged that some influential groups oppose educational and economic progress because they fear losing their traditional influence. He further claimed that some individuals benefit from illegal activities, including smuggling and other criminal networks, and promote unrest whenever the state strengthens law enforcement or cracks down on such activities. The military spokesperson reiterated that Pakistan would not negotiate with terrorist groups or those using violence for political purposes. Instead, he said the armed forces would continue engaging directly with the people of Balochistan, whom he described as the province’s true stakeholders. Lt Gen Chaudhry also alleged that hostile foreign powers are attempting to exploit Balochistan’s strategic location and natural resources by supporting anti-state elements in collaboration with local actors opposed to reforms and development. Discussing the issue of missing persons, he said the Commission of Inquiry on Enforced Disappearances has received 10,901 complaints since its establishment. Of these, 9,372 cases have been resolved, with 4,896 individuals returning home, around 1,030 found in prisons, 308 confirmed dead, and nearly 2,400 complaints determined to be incorrectly reported. He added that 2,933 complaints originated from Balochistan, of which 2,767 have already been resolved.

    UK leaders mourn former Cambridge professor Arday

    UK Prime Minister Andy Burnham has described the death of former Cambridge professor Jason Arday as “a tragedy on so many levels” and urged people to reflect before reaching conclusions about the circumstances surrounding his death. Arday, 41, was found dead at a property in Battersea, south London, on Friday afternoon. His family said they were devastated by the loss of the academic, describing him as a loving father, partner, brother, uncle and son. In a statement released through his publisher, Simon & Schuster UK, the family said Arday had been struggling amid what they described as a campaign of misinformation. Burnham, speaking during a visit to Cornwall, said the situation required reflection rather than immediate judgement. Arday resigned from his position as Professor of Sociology of Education at the University of Cambridge last week following allegations concerning plagiarism and questions about some claims surrounding his career. He rejected the allegations, although he acknowledged errors in some of his earlier academic work. Friends and colleagues have spoken about the pressure Arday faced in the weeks before his death. Eamonn McCrystal, a friend from St Mary’s University College London, said Arday had described feeling “destroyed” and expressed concern after his US travel visa was revoked. McCrystal remembered him as a kind and gentle person who had been involved with student radio during their university years. Cambridge Vice-Chancellor Professor Deborah Prentice said the university community was deeply saddened by Arday’s death and extended sympathy to his family and friends. Education Secretary Lucy Powell also expressed shock and urged the public to remember the human impact of intense public scrutiny. London Mayor Sadiq Khan said Arday had faced sustained media attention and described the treatment he received as an unacceptable campaign of public abuse. He called the death a wake-up call. The University and College Union also called for scrutiny of the harassment Arday experienced, including allegations of racism. Other prominent figures in British public life similarly raised concerns about the treatment of Black academics and the pressures faced by people from underrepresented backgrounds. Professor Simon Baron-Cohen, director of Cambridge’s Autism Research Centre, said he had spoken to Arday on the morning of his death. He described him as a caring and gentle person and said Arday had felt unable to leave his home. Professor Kehinde Andrews, a friend of Arday, said the academic had been deeply distressed after leaving Cambridge and had withdrawn from public life. The controversy surrounding Arday began after questions were raised about sections of his academic work. He denied plagiarism and said some errors were linked to the way he processed information as an autistic academic. Further questions were also raised about claims related to aspects of his personal history, including a long-distance charity run and fundraising achievements. Arday later clarified details surrounding both claims. His appointment at Cambridge in 2023 had been celebrated as a significant milestone, making him the university’s youngest Black professor at the time. When announcing his resignation, Arday said the personal cost of the controversy had become too great. He maintained that his decision to leave Cambridge should not be interpreted as an acceptance of the allegations made against him. Cambridge has announced an independent investigation into the circumstances surrounding his appointment. Liverpool John Moores University, which awarded Arday his PhD in 2015, previously concluded that he had not committed plagiarism.
