DC approves Rs4.14 billion District Health Authority budget for FY2026-27

GUJRAT: Deputy Commissioner and Administrator District Health Authority (DHA) Gujrat Noor-ul-Ain Qureshi has approved a budget of more than Rs4.14 billion for the District Health Authority for the financial year 2026-27, with the largest allocation earmarked for salaries of healthcare workers and a significant share reserved for the uninterrupted supply of medicines in government health facilities.

The budget was approved during a meeting chaired by the deputy commissioner at her office on Wednesday. The meeting was attended by Chief Executive Officer Health Dr Syed Atta ul Munim, Deputy Director Budget Health, and other relevant officials, who reviewed the proposed allocations and expenditure plan for the upcoming fiscal year.

According to officials, the total approved budget stands at Rs4,141,211,000, covering salaries, medicines, utilities, contractual staff payments, recruitment and repair of health facilities across the district.

Officials informed the meeting that Rs3.274 billion has been allocated for salaries and allowances of doctors, nurses, paramedics and other employees serving in the district health system. The allocation constitutes the largest portion of the annual budget and is aimed at ensuring uninterrupted payment of salaries to healthcare staff working in hospitals and primary healthcare facilities.

A sum of Rs400 million has been reserved for the procurement and uninterrupted supply of medicines to government healthcare institutions, including the District Headquarters Hospital, Tehsil Headquarters Hospitals, Rural Health Centres (RHCs), Basic Health Units (BHUs) and other public health facilities operating under the District Health Authority.

The meeting was further informed that Rs104 million has been allocated for the payment of electricity, gas, water and other utility bills to ensure smooth functioning of health institutions across the district.

An additional Rs60 million has been earmarked for payments to doctors serving under the lump-sum pay package, enabling the authority to continue services in facilities where contractual medical professionals are performing duties.

Officials also briefed the meeting that the remaining funds would be utilised for Expanded Programme on Immunisation (EPI) recruitments, repair and rehabilitation of healthcare facilities, and other operational requirements aimed at strengthening service delivery throughout the district.

Deputy Commissioner Noor-ul-Ain Qureshi directed the health authorities to ensure transparent utilisation of public funds and stressed that every allocation should directly contribute to improving healthcare services for citizens. She emphasised the need for strict financial discipline and instructed officers to closely monitor expenditure throughout the financial year.

The meeting also reviewed priority areas requiring financial support and discussed measures to maintain uninterrupted healthcare services in both urban and rural areas of the district.

The approval of the annual budget comes as the District Health Authority seeks to improve service delivery, maintain essential medical supplies and address operational needs across Gujrat’s public healthcare network. Officials expressed confidence that timely release and efficient utilisation of funds would help strengthen healthcare services and improve access to treatment for residents across the district during the 2026-27 fiscal year.

The mill has yet to clear Rs802.19 million determined for that season, representing the entire amount recorded against it. For the 2024-25 season, Rs588.14 million was determined, while approximately Rs341.94 million remains outstanding. Similarly, against Rs552.17 million determined for the 2023-24 season, around Rs347.63 million is still pending. The oldest outstanding amount relates to the 2022-23 crushing season. Against Rs160.25 million determined for that period, Rs26.73 million remains unpaid. The figures highlight the continuing issue of delayed payments within the sugar sector, where outstanding dues can create financial pressure for growers and other stakeholders dependent on timely settlements. The accumulation of unpaid liabilities across multiple crushing seasons has also raised concerns about the timely clearance of dues ahead of the next crushing cycle. Stakeholders have called for effective enforcement and prompt settlement of outstanding amounts to protect the interests of farmers and support the smooth functioning of the sugar industry. The latest official figures underline the scale of the pending liabilities and place renewed focus on the mechanisms available to authorities for ensuring that assessed payments are recovered within the prescribed timeframe.

Provincial Women Ombudsman Punjab Dr. Najma Afzal Khan attended the seminar as the chief guest. Law Officer Raja Adnan Azhar provided awareness to the participants regarding the Anti-Harassment Act 2010 amended 2012. The participants were also provided awareness regarding the protection of women at the workplace. Addressing the seminar, Punjab Provincial Ombudsman Dr. Najma Afzal Khan said that it is the vision of Punjab Chief Minister Maryam Nawaz Sharif that women should get their rights at their doorsteps. Harassment of women is a crime. The institution is working for the protection of women. The Provincial Ombudsman was established in 2013. Harassment of women at the workplace is a punishable crime. The Provincial Ombudsman Punjab said that it is mandatory to form an anti-harassment committee, whether it is a government institution or a private institution. A harassment committee is formed in every institution, each committee consists of three people. Women are provided immediate relief from this institution. Men or women can approach this institution against harassment. Women should be provided with a conducive and safe environment so that they can work easily. Code of Conduct and Inquiry Committees are being ensured in the institutions where women work. Our people go to the institutions and train these committees. The Code of Conduct must be displayed where women work. She said that it is the responsibility of our organization to check the places where women work. Harassment is not just our problem but a global problem and such problems should be prevented. Awareness seminars are being organized across the province. Staff Officer Hafiz Farooq Anwar informed the participants that it is necessary to display the code of conduct where women work.

    Petrol pump strike deferred after govt deal

    The planned nationwide strike by petrol pump owners and petroleum dealers has been postponed after successful negotiations with the federal government. The decision came following fresh talks between government officials and representatives of petroleum dealers, ending a deadlock that had raised concerns over possible fuel supply disruptions across the country. During the meeting, the government assured petroleum dealers that their concerns would continue to be addressed through dialogue. However, officials made it clear that the federal government has no plans to increase dealers’ profit margins to 8%, rejecting one of the key demands raised by the dealers. Officials said the proposed system of daily fuel price adjustments is intended to bring greater transparency and efficiency to Pakistan’s petroleum supply chain. They maintained that the new pricing mechanism would improve market operations and ensure a more transparent process for consumers and industry stakeholders. The negotiations were attended by Chairman of the Pakistan Petrol Pump Owners Association Humayun Khan, Vice Chairman Atif Butt and other representatives of petroleum dealers. After detailed discussions, both sides agreed to continue consultations instead of moving ahead with the planned strike. Following the successful talks, the Pakistan Petrol Pump Owners Association and the Dealers Association officially announced the postponement of their nationwide protest. The decision removed the immediate threat of fuel shortages that could have affected transport, businesses and the general public. Petroleum Minister Ali Pervaiz Malik thanked petrol pump owners and dealers for choosing dialogue over confrontation. He said the government values the role of petroleum sector stakeholders and remains committed to resolving outstanding issues through mutual consultation. The minister said Pakistan has been facing difficult regional circumstances in recent months, creating economic challenges and uncertainty. He added that the prime minister is fully aware of the hardships being faced by citizens and is committed to protecting the public from additional financial burdens. Ali Pervaiz Malik said the government has already provided subsidies worth hundreds of billions of rupees to support consumers. He added that a targeted subsidy mechanism has been developed to ensure assistance reaches those who need it most. He also acknowledged the cooperation extended by oil refineries and petroleum sector organizations in maintaining fuel supplies. The minister said the issue of dealers’ profit margins will be discussed further with all stakeholders. A summary on the proposed margin revision will be presented before the federal cabinet for consideration. He also announced that the impact of the daily fuel pricing system will be reviewed jointly with petroleum organizations after two weeks to assess its effectiveness and address any concerns.

    Man arrested over alleged assault of Bangkok woman

    A woman who was allegedly brought to Pakistan from Bangkok on the promise of marriage has accused a man of sexually assaulting her in Rawalpindi. Police said a case was registered at the Rawat police station on the woman’s complaint. The allegations have been included in the first information report (FIR) registered against the nominated suspect. According to the FIR, the woman met the suspect in Bangkok about two years ago. The two reportedly developed a friendship after their meeting. She later alleged that the suspect continued to remain in contact with her and promised to marry her. The woman stated that around four months ago, she came to Pakistan after being assured of marriage. She said the suspect arranged a rented apartment for her in a private housing society in Rawalpindi. She then began living at the apartment. According to her statement, the suspect allegedly sexually assaulted her on several occasions. She claimed that whenever she asked him to marry her, he avoided giving a clear response and continued to delay the matter. The woman also alleged that the suspect restricted her movement. She claimed that she was not allowed to leave the apartment freely. She further accused him of physically assaulting her during her stay there. The complainant also alleged that the suspect took her money when he left the apartment. She approached the police after the alleged incidents and requested legal action against the man. Police confirmed that the nominated suspect has been arrested. After the FIR was registered, the investigation was handed over to the relevant specialised investigation unit. Officials said the case is under investigation. Police are collecting evidence and examining the allegations made by the complainant. Further legal action will be taken in accordance with the findings of the investigation.
