Economists urge SBP to hold rate at 11.5%

Economists have recommended that the State Bank of Pakistan (SBP) keep its policy rate unchanged at 11.5% at its upcoming monetary policy meeting on July 27.

The recommendation comes as inflation has started to ease, but underlying price pressures remain high. Analysts believe the economy is also recovering unevenly, leaving limited room for another increase in borrowing costs.

A recent economic assessment showed that headline inflation fell to 11.1% in June. However, core inflation remained elevated. Urban core inflation stood at 8.7%, while rural core inflation was recorded at 7.9%.

Economists said much of the current inflationary pressure is coming from food, energy, transport and government-controlled prices. These factors cannot be addressed effectively through interest-rate changes alone.

They also warned that a recent increase in the Sensitive Price Indicator (SPI) requires close monitoring. The development could indicate that the decline in inflation has not yet become firmly established.

Financial market indicators also support maintaining the current policy rate. Short-term Treasury bill yields remain close to the SBP’s existing rate, while the overnight interest rate is also broadly aligned with the current monetary policy stance.

However, yields on longer-term Treasury bills have increased. The six-month yield reached 11.80%, while the 12-month yield rose to 11.99%. Economists said the movement reflects some caution about the medium-term economic outlook.

The assessment noted that Pakistan’s economic recovery has gained momentum but remains uneven. Large-scale manufacturing continues to face challenges, while there are no strong signs of excessive demand that would require another rate hike.

Economists warned that raising the policy rate further could increase borrowing costs for businesses and consumers. It could also discourage investment and slow economic activity without directly tackling the supply-side factors behind current inflation.

Pakistan’s external position has improved in recent months. Higher foreign exchange reserves, strong remittance inflows and relative stability in the exchange rate have reduced immediate pressure on the economy.

Despite these improvements, risks remain. The country continues to face a sizeable merchandise trade deficit and upcoming external debt repayments. Heavy dependence on imported energy also leaves Pakistan vulnerable to international oil price fluctuations.

A sharp rise in global oil prices could increase transportation and energy costs in Pakistan. It could also widen external pressures and trigger another round of inflation.

Persistent core inflation is another major concern. If underlying price pressures remain high, inflation expectations could become difficult to control. This could delay any reduction in interest rates or force the central bank to consider tighter monetary policy.

A weakening exchange rate could create additional pressure by making imports more expensive. It could also affect foreign exchange reserves and increase imported inflation.

Economists have therefore advised the SBP to closely monitor private-sector borrowing, lending rates, monetary growth and the difference between short- and long-term interest rates.

For now, the indicators favour maintaining the policy rate at 11.5%. However, economists say the central bank should remain ready to adjust its stance if inflation, oil prices, exchange-rate pressures or external financing risks deteriorate.

The world football governing body said the proposal is still under discussion and no final decision will be made without consulting all 211 member associations. It said every member association will have the opportunity to review the proposal and express its opinion before any final approval is granted. FIFA said no single organisation or group can claim to represent the interests of all 211 member associations. For that reason, it said all major decisions must be taken collectively after a comprehensive consultation process involving its global membership. The organisation also responded to criticism suggesting that the proposed project could result in the commercial sale of football. FIFA strongly rejected those claims and stated that football is not being sold under any circumstances. The governing body said it would never compromise the integrity of the sport or transfer ownership of its commercial operations. It added that the proposed enterprise is intended solely to improve the management of commercial activities while keeping FIFA in full control. According to FIFA, the proposal involves establishing a subsidiary company under the FIFA Forward Enterprise initiative. The subsidiary would manage certain commercial operations, but it would remain entirely owned and controlled by FIFA. The organisation said the project aims to generate higher commercial revenue, allowing greater investment in football development programmes across the world. FIFA said the additional income would be distributed among all member associations through its existing development framework. Under the proposal, every FIFA member association could receive up to $20 million in FIFA Forward funding during the 2027-2030 funding cycle. The organisation said the increased financial support would help national football associations strengthen infrastructure, improve grassroots development, enhance coaching programmes and invest in long-term football projects. FIFA also clarified that while the proposal may include external investment, such investment would not affect FIFA’s governance structure, independence or decision-making authority. The organisation said it would retain complete ownership and operational control of the proposed subsidiary. The governing body further stated that the project has not yet been approved and remains subject to discussions with member associations. It emphasised that the proposal could still be amended if member associations recommend changes during the consultation process. FIFA made it clear that if a majority of its 211 member associations do not support the proposal, the FIFA Forward Enterprise project will not move forward.

    Umerkot flour millers reject Rs128/kg official rate, seek fresh price review

    UMERKOT: Flour mill owners in Umerkot district have rejected the government-fixed price of Rs128 per kilogram, arguing that the sharp increase in wheat prices has pushed their production costs far above the officially notified rate. The millers said the prevailing wheat price in the open market had climbed to around Rs125 per kilogram, while additional expenses related to milling, labour, electricity, transportation and other operations had increased the overall cost of producing flour to nearly Rs140 per kilogram. They maintained that selling flour at Rs128 per kilogram was therefore commercially unsustainable and would force mill owners to operate at a loss. In this regard, representatives of the flour milling industry have submitted written applications to the Mirpurkhas commissioner and the Umerkot deputy commissioner, requesting authorities to reconsider the existing flour price and determine a new rate based on prevailing market conditions and production costs. The mill owners also raised objections to what they described as excessive administrative action against flour mills across the district. They specifically complained about raids and wheat seizures allegedly carried out by assistant commissioners in Umerkot, Kunri, Samaro and Pithoro. According to the millers, government policy allows flour mill owners to maintain wheat stocks of up to 850 bags per stone at their mills or designated warehouses. They alleged that despite the provision, local administrative officials had conducted raids on mills and storage facilities and seized wheat stocks. The mill owners termed the alleged seizures unjustified and said such actions were creating additional difficulties for an already financially pressured industry. They urged the authorities to ensure that enforcement measures were carried out strictly in accordance with the relevant government policy. The millers further called for an investigation into alleged irregularities involving food department inspectors. They demanded that senior provincial officials examine the complaints and take appropriate action if any wrongdoing is established. They appealed to the Sindh chief minister, provincial food secretary, Mirpurkhas commissioner, Umerkot deputy commissioner and other concerned authorities to intervene in the matter and review the officially fixed flour price. The mill owners argued that the price should be determined after taking into account the current cost of wheat as well as electricity, labour, transportation, maintenance and other expenses associated with flour production. They warned that continued enforcement of a price they consider economically unviable could increase financial losses for flour mills and put further pressure on the district’s milling industry. The millers said they were willing to cooperate with the administration in maintaining the availability of flour and preventing unjustified price increases, but stressed that any official pricing mechanism must reflect actual market and production costs. They also urged the provincial government to establish a transparent mechanism for monitoring wheat stocks and flour prices so that disputes between millers and local administrations could be resolved through clear rules rather than repeated raids and seizures.

    18 terrorists killed in Balochistan operation: ISP…

    Eighteen suspected terrorists were killed in Balochistan’s Surab district after an explosives-laden vehicle detonated prematurely, followed by a security operation against fleeing militants, the military’s media wing said on Wednesday. According to the Inter-Services Public Relations (ISPR), the incident occurred on the morning of August 12 while the militants were preparing a vehicle-borne improvised explosive device (VBIED). The premature explosion killed eight militants at the site, while several others were reportedly injured. ISPR said additional explosives stored by the militants also detonated. The blast reportedly caused the deaths of three civilians living or working near the area. Following the explosion, security forces and Balochistan Police launched a joint clearance operation. The objective was to identify those involved in the incident and locate other militants and their facilitators. During the operation, security personnel detected several militants attempting to flee the area. Ten more militants were subsequently killed in an exchange of fire, according to ISPR. The military said the combined death toll among the militants involved in the incident had reached 18. Two security personnel were also injured during the operation. Security forces have continued sanitisation activities in the area to search for any remaining militants and clear possible threats. The military said counter-terrorism operations would continue under the government’s broader Azm-e-Istehkam framework. It said security and law-enforcement agencies remained committed to preventing terrorist groups from establishing a foothold in the country. The latest operation comes a day after security forces reported killing five militants during an intelligence-based operation in Balochistan’s Panjgur district. Balochistan has remained one of Pakistan’s key security challenges, with militant groups repeatedly targeting security personnel, civilians and government installations. The province has witnessed several major attacks in recent months, prompting increased coordination between the Pakistan Army, Frontier Corps and Balochistan Police. Security officials say operations are being conducted to disrupt militant networks, identify facilitators and prevent further attacks. The authorities have also repeatedly warned that militant groups operating in Balochistan pose a threat to both civilian life and national security.
