Muttahida Qaumi Movement-Pakistan (MQM-P) Chairman Dr Khalid Maqbool Siddiqui has called for the creation of new administrative units across Pakistan based on population size, arguing that the country needs a more effective system of governance to meet the needs of its growing population.

Speaking at a press conference in Karachi, Siddiqui said the business community across the country had also raised concerns similar to those voiced by his party regarding the existing administrative structure. He argued that Pakistan’s administrative system needed reforms to ensure better governance and a more balanced distribution of resources.

Siddiqui said the provincial structure had changed after the abolition of the One Unit system, but the country had failed to restore an administrative framework that fully addressed the needs of its population. He stressed that his party’s demand for new administrative units did not target the country’s territorial integrity or seek to undermine the existing provinces.

“We demand the creation of administrative units in Pakistan according to the population,” Siddiqui said, emphasizing that the objective was to improve administration and ensure that people received better public services.

Addressing concerns over the boundaries of potential new administrative units, the MQM-P chief said his party had never called for a debate over the division of Pakistan’s territory. He described Pakistan as the “motherland” and said all four provinces remained an integral part of the country.

Siddiqui maintained that the country itself was indivisible, while the Constitution allowed for changes in the administrative structure. He said the Constitution provided a mechanism for altering provincial boundaries and creating new administrative arrangements, although he believed the existing procedure had become impractical under current circumstances.

The MQM-P chairman also pointed to the significance of August 1, the beginning of Pakistan’s independence month. He said the month carried a strong ideological connection with the creation of Pakistan and should encourage political leaders to discuss reforms aimed at strengthening the country.

Siddiqui further revealed that his party had already introduced a constitutional amendment in the National Assembly to address the issue. He argued that Pakistan needed to revisit its administrative framework and consider reforms that could make governance more efficient and bring government closer to the people.

The MQM-P has repeatedly advocated the creation of additional administrative units, maintaining that a more decentralized system could improve governance, facilitate service delivery and ensure a fairer distribution of resources. The demand, however, remains a politically sensitive issue, particularly in the context of debates over provincial boundaries and autonomy.

In a statement issued on Sunday, Saif said the proposal to establish new provinces should be taken seriously, arguing that the existing administrative framework is no longer capable of addressing the growing needs of the population efficiently. He said discussions alone would not bring meaningful change and urged the federal government to move beyond proposals by initiating practical measures for administrative restructuring. According to him, governance can only improve if reforms are implemented instead of remaining limited to public debate. Saif maintained that decision-making authority is concentrated within a small section of the bureaucracy, which limits administrative efficiency and delays the resolution of public issues. He stressed that a more balanced distribution of powers would strengthen governance and improve accountability. He said Pakistan requires comprehensive administrative reforms that would transfer greater authority to lower levels of government.     Four held in Punjab cyber harassment crackdown

    LAHORE: The National Cyber Crime Investigation Agency (NCCIA) has intensified its crackdown on people involved in online harassment, blackmail and the misuse of women’s private images across Punjab, arresting four suspects in separate operations in Lahore, Gujranwala, Multan and Faisalabad. The operations followed special directives from NCCIA Punjab Director Muhammad Ali Wasim. Investigators also seized mobile phones, SIM cards, WhatsApp accounts and other digital evidence that could help establish the suspects’ involvement in the alleged offences. In Lahore, NCCIA officials arrested a suspect identified as Qaiser for allegedly harassing and blackmailing a woman. According to investigators, the suspect repeatedly pressured the woman to marry him and threatened to circulate her photographs to other people if she refused. Officials have launched further investigations to determine the full extent of his activities. In Gujranwala, the agency arrested Muhammad Muzammil and Ali Asghar in connection with an alleged blackmailing case. Investigators said Muzammil obtained a woman’s private photographs and used them to threaten her. He allegedly warned that he would send the material to her newly married husband and disrupt her marital life unless she met his demands. The investigation found that the suspect allegedly demanded money from the woman, after which around Rs2 million was transferred to a bank account linked to Ali Asghar. During the operation, officials recovered three mobile phones, a WhatsApp account linked to a UK-based number and other digital material. Investigators are examining the devices and accounts to identify any additional communications or victims. In Multan, NCCIA officials arrested Muhammad Tanveer for allegedly obtaining and distributing a woman’s private material through multiple WhatsApp accounts. Investigators said the suspect later used the material to harass the woman and her family. Officials recovered a mobile phone, a SIM card and a WhatsApp account allegedly used to circulate the material. In Faisalabad, NCCIA officials arrested Khair Hayat over an alleged blackmailing case. Investigators said the suspect, along with his associates, demanded Rs500,000 from a woman in exchange for deleting her private photographs and other material. The suspect allegedly threatened and blackmailed the woman while demanding payment. Officials recovered a mobile phone during the operation and are examining it for further evidence. NCCIA Punjab Director Muhammad Ali Wasim said the agency would continue taking strict action against individuals who use digital platforms to harass, threaten or blackmail women. He said investigators were examining the digital evidence recovered from the suspects and would pursue further leads emerging from the investigations. The latest operations highlight the growing focus of law-enforcement agencies on cyber-enabled harassment and blackmail, particularly cases involving the misuse of private images and social media accounts. The NCCIA is also working to trace digital communications and financial transactions that could reveal links between the arrested suspects and other individuals involved in such activities.

He instructed municipal authorities to remove bottlenecks, complete the cleaning of storm-water drains, and ensure uninterrupted drainage arrangements ahead of heavy rains. The meeting was informed that, according to the Pakistan Meteorological Department, moderate to isolated heavy rainfall was expected until July 27 in several districts, including Tharparkar, Umerkot, Mirpurkhas, Badin, Sanghar, Tando Muhammad Khan, Tando Allahyar, Hyderabad, Matiari, Jamshoro, and Shaheed Benazirabad. Light to moderate rainfall was also forecast for districts including Ghotki, Kashmore, Jacobabad, Shikarpur, Sukkur, Kambar Shahdadkot, Larkana, Khairpur, Naushahro Feroze, and Thatta, while Karachi was likely to experience mostly cloudy weather with chances of light rain and drizzle. Yesterday, the metropolis received this season’s first spell of rain after multiple localities reported light to moderate showers. Earlier this week, on the directives of Sindh Chief Minister Syed Murad Ali Shah, the PDMA placed district administrations across Sindh on high alert and directed all relevant departments to take precautionary and emergency response measures as strong monsoon currents from the Arabian Sea continue to affect the province. The CM directed all deputy commissioners, district administrations, municipal authorities, irrigation officials, health services, rescue agencies, and local government institutions to remain fully vigilant, ensure the preparedness of emergency response teams, maintain drainage systems, and take all necessary steps to protect lives and property. The rain has brought relief to residents after a prolonged dry spell, but authorities remain on high alert to address any potential flooding or rain-related emergencies. The investigation remains ongoing, with authorities awaiting the final medical report and additional forensic analysis.
