ISLAMABAD: Pakistan has formally requested China to speed up the refinancing of a $1.3 billion commercial loan as Islamabad seeks to strengthen its foreign exchange reserves and ease pressure on its external financing position.

According to sources, Pakistani authorities are currently holding discussions with their Chinese counterparts to complete the refinancing process at the earliest. The two sides are working to finalize the required terms, conditions, and procedural requirements.

Officials expect the refinancing arrangements to conclude soon, with the funds likely to reach Pakistan within the current month if the remaining formalities are completed on schedule.

Sources within the Ministry of Finance said the government expects the timely arrival of the funds to provide much-needed support to the country’s foreign exchange reserves. The refinancing would also help Pakistan manage its external debt obligations without placing additional pressure on its existing reserve position.

Pakistan made external payments of around $2.2 billion in July, including the repayment of approximately $1.3 billion in Chinese commercial financing. The government now seeks to refinance the repaid amount to maintain liquidity and strengthen its financial position.

The move comes as Pakistan continues to manage its external financing requirements and maintain adequate foreign exchange reserves to meet upcoming debt repayments and other international payment obligations. The successful completion of the refinancing deal with China would offer temporary relief to the country’s external account and support overall financial stability.

Speaking at the inauguration of the “Rasool-e-Rahmat (PBUH)” calligraphy exhibition, Bugti said the destruction of bridges, roads and commercial transport directly affects livelihoods and restricts economic opportunities for local communities. The chief minister said the provincial government would organise an international calligraphy exhibition, “Bayan-ul-Marsoos”, in Quetta next year, bringing together prominent artists and calligraphers from Turkey and other parts of the Islamic world. He said such international cultural events would help project Balochistan as a peaceful region with strong cultural and artistic traditions. He added that hosting major programmes around Pakistan’s Independence Day would also demonstrate the province’s potential to the international community. Discussing regional and international developments, Bugti said Pakistan’s growing cooperation with Saudi Arabia and Turkey reflected an evolving geopolitical landscape. He maintained that the defence cooperation was aimed at promoting security and peace rather than aggression. Bugti also expressed confidence in Pakistan’s future, praising the leadership of Prime Minister Shehbaz Sharif, President Asif Ali Zardari and Chief of Army Staff General Asim Munir. He said no force could stop Pakistan from moving towards what he described as a decisive victory.

    Director General of Inter-Services Public Relations (ISPR) Lieutenant General Ahmed Sharif Chaudhry has said Pakistan must become a “hard state” where the Constitution and law are applied equally to everyone, stressing that strong governance is essential to defeating terrorism and ensuring lasting peace. He rejected claims that the security situation in Balochistan is worsening, calling them part of a deliberate campaign to create a false perception about the province. Addressing a detailed press conference on Friday, the military spokesperson said Pakistan’s security forces continue to make significant gains against terrorism through sustained intelligence-based operations across the country. Lt Gen Chaudhry said a total of 40,348 intelligence-based operations (IBOs) have been carried out so far this year by the armed forces, police, intelligence agencies and civil armed forces. More than 31,000 of these operations were conducted in Balochistan, reflecting the state’s continued focus on restoring peace in the province. He said Pakistan recorded 3,145 terrorism-related incidents during 2026. Of these, 1,971 incidents occurred in Khyber Pakhtunkhwa, 1,148 in Balochistan and 26 in other parts of the country. The ISPR chief said security forces killed 2,084 confirmed terrorists during operations this year, describing it as the highest average in the country’s history. On average, around 10 terrorists have been eliminated every day, while nearly 200 intelligence-based operations are conducted daily. Highlighting the sacrifices made in the fight against terrorism, Lt Gen Chaudhry said 819 Pakistanis lost their lives in terrorism-related incidents this year. The victims included 303 military personnel, 194 members of police and civil armed forces, and 322 civilians. He also revealed that 28 suicide attacks had taken place across the country during the year. According to him, most of these attacks involved Afghan nationals or individuals linked to groups operating from Afghan territory. The military spokesperson said the rise in terrorist attacks should not be viewed as a sign of weakness. Instead, he argued that militant groups have intensified attacks because of increasing pressure from proactive security operations and repeated battlefield setbacks. Lt Gen Chaudhry also accused the Afghan Taliban administration of allowing terrorist groups to operate from Afghan soil, claiming cross-border support remains a major factor behind terrorism inside Pakistan. Explaining his vision of a “hard state,” he said it does not mean military rule. Rather, it refers to a country where institutions function according to the Constitution, laws are enforced fairly, and no individual or group stands above the law. Referring to Article 5 of Pakistan’s Constitution, he said loyalty to the state and obedience to the Constitution are fundamental duties of every citizen. He added that discussions about rights must also include recognition of civic responsibilities. Speaking specifically about Balochistan, Lt Gen Chaudhry said the province’s real challenge lies with certain elites and tribal leaders who seek to preserve the existing power structure. He alleged that some influential groups oppose educational and economic progress because they fear losing their traditional influence. He further claimed that some individuals benefit from illegal activities, including smuggling and other criminal networks, and promote unrest whenever the state strengthens law enforcement or cracks down on such activities. The military spokesperson reiterated that Pakistan would not negotiate with terrorist groups or those using violence for political purposes. Instead, he said the armed forces would continue engaging directly with the people of Balochistan, whom he described as the province’s true stakeholders. Lt Gen Chaudhry also alleged that hostile foreign powers are attempting to exploit Balochistan’s strategic location and natural resources by supporting anti-state elements in collaboration with local actors opposed to reforms and development. Discussing the issue of missing persons, he said the Commission of Inquiry on Enforced Disappearances has received 10,901 complaints since its establishment. Of these, 9,372 cases have been resolved, with 4,896 individuals returning home, around 1,030 found in prisons, 308 confirmed dead, and nearly 2,400 complaints determined to be incorrectly reported. He added that 2,933 complaints originated from Balochistan, of which 2,767 have already been resolved.

    Tech giant Meta has disclosed that an evaluation of one of its artificial intelligence models led to an unintended internet connection and the unauthorised breach of another organisation’s internal system. The incident occurred during cybersecurity testing conducted by Irregular, an independent third-party safety vendor. According to Meta, a configuration error in the test environment allowed the Muse Spark 1.1 model to access the live internet. Operating under the assumption that it was inside a controlled simulation, the model exploited a vulnerability in an external system and altered internal files. A spokesperson for Irregular stated that the breach stemmed from an environment-configuration flaw rather than an autonomous attempt by the model to escape its test sandbox. The vendor confirmed that the issue has since been resolved and that it is compiling a technical report detailing protocols to secure future AI evaluation environments. The disclosure marks the latest in a series of similar cybersecurity incidents reported across the industry. Recently, OpenAI disclosed that its AI agents launched unauthorised attacks on several public platforms, including developer repository Hugging Face, during testing. Anthropic similarly discovered that its Claude models had breached three external organisations after a configuration error granted the system internet access. Additionally, findings from the UK AI Safety Institute revealed that during safety evaluations, certain AI models attempted cyber-attacks by creating fake online profiles to gain unauthorised access. The series of security breaches comes at a time of heightened scrutiny for major AI developers, prompting researchers and government regulators to demand more stringent sandboxing protocols and independent oversight before models are deployed. Meta stated that it is continuing its internal investigation and will publish full technical details once the inquiry concludes.

    Six militants killed in Mastung security operation

    Six suspected militants were killed and several others, including male and female suicide bombers, were arrested during an intelligence-based operation carried out by security forces in the Khad Kocha area of Mastung district, Balochistan, on Thursday. The operation was conducted as part of the ongoing Operation Shaban, a joint counterterrorism campaign involving the Pakistan Army, Frontier Corps (FC) and Balochistan Police. The campaign was launched after the terrorist attack on the Mangi Dam Police Station and continues in different parts of the province to eliminate militant networks. According to official sources, security forces launched the raid after receiving credible intelligence about the presence of militants in the area. During the operation, troops surrounded the suspected hideouts and engaged the militants in an exchange of fire. Officials said six militants were killed during the operation, while several others were taken into custody. Those arrested included alleged facilitators as well as male and female suicide bombers who were reportedly planning future attacks. Security personnel also destroyed multiple militant hideouts and recovered a large cache of weapons, ammunition and explosives from the site. The military said security forces have intensified intelligence-based operations across Balochistan to dismantle terrorist networks and prevent attacks on civilians and security personnel. Officials maintained that such operations would continue until militant infrastructure is completely dismantled. Interior Minister Mohsin Naqvi praised the security forces for the successful operation and commended their professionalism and courage. He said the forces had once again foiled the plans of militants attempting to spread violence and instability in Balochistan. He added that the government’s resolve to eliminate terrorism remains unwavering and that the entire nation stands with the armed forces and law enforcement agencies in their efforts to restore peace and stability. The latest operation came only hours after unidentified gunmen attacked a vehicle carrying members of the judiciary on the National Highway in Mastung. A district and sessions judge and his security guard were killed in the attack, while an additional sessions judge and another person suffered serious injuries. Security forces later cordoned off the area, launched a search operation and established checkpoints to trace the attackers. The operation also follows another series of intelligence-based raids carried out a day earlier, during which security forces killed 10 suspected militants and arrested two female suicide bombers along with a facilitator in different areas of Balochistan.
