SC orders full medical record of Imran Khan

The Supreme Court has ordered authorities to submit the complete medical record of Pakistan Tehreek-e-Insaf founder Imran Khan and provide detailed information about his meetings with his sisters over the past three years.

A three-member bench led by Justice Shahid Waheed heard petitions concerning Imran’s access to his family, personal doctors and medical records.

During the hearing, the court was informed that Imran’s sisters had met him 48 times during the last three years. The judges sought the complete record of these meetings.

The court also asked authorities to provide details of telephone calls between Imran and his children.

Justice Shahid Waheed questioned why Islamabad High Court orders concerning meetings with Imran had not been implemented. The court summoned why  officials from Adiala Jail and directed them to explain the situation at the next hearing.

The court was particularly concerned about Imran’s medical information. Justice Waheed directed the Islamabad advocate general to submit the complete medical record instead of a summary.

The judge questioned why the full record could not be provided to the court.

Justice Naeem Akhtar Afghan also raised questions about a recommendation for Imran to undergo angiography. He asked whether the procedure could be carried out while Imran remained in jail.

The Islamabad advocate general replied that the procedure could be performed at a hospital outside the prison.

Justice Waheed expressed concern over the medical reports presented before the court. He observed that the reports indicated problems with Imran’s pulse and heart and suggested that some of his vital organs could be affected.

The court also discussed the importance of family meetings for Imran’s health. Justice Waheed made it clear that meetings with Imran’s sisters should not be treated as a concession.

“Meeting his sisters is not a favour; it is their fundamental right,” the judge observed.

Imran’s sister, Uzma Khanum, was present during the proceedings. However, Justice Afghan stopped her from addressing the court directly and advised her to speak through her lawyer.

Her counsel, Uzair Bhandari, assured the court that Imran’s sisters would not hold a media briefing outside Adiala Jail after meeting him.

He also requested that Imran’s personal physician, Dr Asim Yusuf, and Uzma Khanum be allowed to meet the PTI founder.

The court further sought comprehensive details about the legal cases against Imran. Authorities were asked to clarify the number of cases in which he is facing trial, the cases resulting in convictions and those in which his sentences have been suspended.

The proceedings came after a medical board recommended greater interaction between Imran and his immediate family. The board said regular family contact could help manage his anxiety and blood pressure.

According to the medical information presented to the court, Imran has experienced fluctuating blood pressure, palpitations, headaches, restlessness and anxiety.

A cardiologist at the Pakistan Institute of Medical Sciences examined him on August 1. His blood pressure was recorded at 140/100mmHg. The doctor recommended measures to reduce mental stress, including increased family interaction and access to reading material.

A four-member medical board examined Imran again on August 10. His blood pressure was recorded at 140/80mmHg.

The board recommended daily walking and relaxation. It also suggested more frequent interaction with his immediate family and spouse to help control his anxiety and blood pressure.

The medical report stated that Imran had undergone at least 39 medical examinations since his imprisonment. Jail doctors were also reportedly checking him three times a day.

The report said his ECG was normal. It also stated that his eyesight had improved significantly after treatment for an eye condition.

The PTI has challenged the completeness and authenticity of the medical information. The party has demanded examinations by Imran’s personal doctors, Dr Asim Yusuf and Dr Faisal Sultan, as well as an independent medical board.

The government, however, has rejected allegations that Imran is being denied proper medical care. Government officials maintain that he is receiving treatment from qualified specialists and that his medical care and meetings are being managed according to the law and court orders.

Representatives from Pakistan and Qatar were also present during earlier diplomatic efforts. Pakistan played a role in facilitating communication, while Qatar hosted one round of discussions in Doha. However, the negotiation process later faced setbacks after both sides accused each other of violating commitments and military tensions escalated. Former US President Donald Trump and Iranian officials blamed each other for the collapse of the dialogue process. Despite the tensions, both sides have indicated that diplomacy remains a possible path toward resolving disputes. Iran has maintained that it is open to negotiations but has rejected what it describes as pressure or threats. If confirmed, the reported Iranian message could mark a renewed opportunity for dialogue and place Pakistan in an important diplomatic role between Tehran and Washington.

Managed directly by the Specialized Healthcare & Medical Education (SHC&ME) Department, this multi-billion-rupee initiative represents the province’s first centralized framework contract, effectively replacing the long-standing decentralized system under which individual public teaching hospitals and medical institutions conducted their own independent competitive bidding processes. While the primary objective of centralizing such a massive health department exercise was to leverage bulk purchasing power, lower overall market rates and enhance institutional transparency, an analysis of the purchase indicates sharp price increases, significant market distortions, and severely restricted commercial competition. According to documents available with Minute Mirror, out of 125 evaluated medical device categories, a staggering 50 items, representing 40 percent of the entire tender portfolio, attracted only a single responsive bidder. Furthermore, 45 item categories yielded just two responsive bidders, while 22 categories managed to attract three bidders. Procurement specialists and governance experts point out that although provincial procurement rules do not strictly prohibit single-bidder contract awards, relying on sole suppliers for such a vast portion of a multi-billion-rupee contract severely undermines competitive price discovery, weakens public sector bargaining power and risks creating artificial vendor monopolies across public sector healthcare facilities. Rather than securing bulk-buying discounts for taxpayers, the comparative statement demonstrates widespread price inflation when measured against established benchmark prices from the Director General Health Services (DGHS). Out of 23 medical disposables with available DGHS reference rates, 18 items, nearly 80 percent, registered dramatic price escalations. According to documents, the rate increases are most glaring among routine, high-volume surgical supplies used daily across hospital emergency rooms and operating theaters. Surgical blades across sizes 11, 15, 22, and 23 witnessed a steep 470 percent surge, rising from the benchmark rate of Rs 13.67 to Rs 78 per piece. Black braided silk sutures saw price hikes of up to 275 percent, jumping from Rs 77 to Rs 289 per unit. Similarly, essential 24G IV cannulas climbed 154 percent from Rs 96.30 to Rs 245 each, while standard blood transfusion sets increased by 40 percent, escalating from Rs 105 to Rs 147.56 per unit. The financial evaluation has also drawn strong criticism from participating firms for appearing inconsistent with earlier proceedings conducted by the Grievance Redressal Committee (GRC). During those formal hearings, several bidding vendors submitted extensive technical objections regarding bidder qualification criteria, product specification compliance, and regulatory eligibility. Stakeholders argue that the comparative evaluation sheet reflects financial outcomes that directly diverge from the issues debated and documented before the grievance committee. Legal experts contend that any apparent divergence between grievance proceedings and financial outcomes must be clearly explained through detailed, reasoned written orders to maintain public trust, uphold administrative fairness, and withstand prospective judicial scrutiny. Given the immense scale of public spending and the critical reliance of public teaching hospitals on these vital medical supplies, transparency advocates and healthcare commentators urged the provincial authorities to ensure institutional accountability, preserve regulatory compliance, and safeguard the overall integrity of Punjab’s largest public healthcare procurement exercise.

    ISLAMABAD: Pakistan’s disaster management authorities have issued a fresh flood alert as intensified monsoon rains continue to push water levels higher in major rivers, raising concerns over flooding in several parts of the country. The National Disaster Management Authority (NDMA) said river flows are expected to increase significantly between August 2 and 4, urging citizens to avoid unnecessary travel to vulnerable areas and remain alert to changing weather conditions. According to the National Emergencies Operation Centre (NEOC), high flooding has been observed in the Lehri River at Head Gogi, while Nullah Palkhu near Wazirabad is experiencing medium-level flooding. The Indus River is currently witnessing low-level flooding at Kalabagh, Chashma, Guddu and Sukkur, while similar conditions have been reported at Head Nari on the Nari River. The NDMA warned that the Chenab River is likely to experience high water flows at Marala, with low to medium flooding anticipated at Khanki and Qadirabad. Water levels are also expected to rise in the Jhelum, Ravi and Kabul rivers and their tributaries as monsoon activity intensifies. Officials cautioned that streams connected to the Jhelum, Chenab and Ravi rivers could swell to medium or high levels. Meanwhile, water flows in the Ravi and Sutlej rivers will largely depend on releases from reservoirs across the border. The authority also expressed concern over the possibility of flash floods in the hill torrents of Dera Ghazi Khan and Rajanpur, as well as seasonal streams in central and southern Khyber Pakhtunkhwa and northern Balochistan. In addition, urban flooding and waterlogging remain a serious threat in several cities, including Rawalpindi, Jhelum, Gujranwala, Lahore, Faisalabad, Peshawar, Mardan, Nowshera, Hyderabad, Badin, Thatta and other parts of Sindh due to continued heavy rainfall. The NDMA advised residents to avoid crossing flooded roads and waterways, monitor weather updates before travelling, and follow safety instructions issued by local authorities. It also encouraged the public to use the official Pak NDMA Disaster Alert mobile application for real-time weather warnings and emergency information. Separately, the Prime Minister’s Emergency Response Committee (ERC) held its 10th consecutive daily review meeting to assess the country’s monsoon situation. The meeting, chaired virtually by Planning Minister Prof Ahsan Iqbal, brought together federal ministries, provincial governments, disaster management authorities and senior administrative officials. During the briefing, the NDMA presented the latest updates on weather conditions, casualties, infrastructure damage, rescue operations and rehabilitation efforts. Officials informed the committee that deputy commissioners in all high-risk districts had already been directed to remain fully prepared for any emergency. The committee was told that recent heavy rains had caused flooding in multiple regions, with coordinated rescue and relief operations continuing through federal, provincial and district authorities. Weather experts also forecast more rainfall across northern and central Pakistan in the coming days, while isolated showers are expected in southeastern Sindh. The NDMA highlighted that relief activities are being carried out with the support of both national and international humanitarian organisations. Officials further noted that most monsoon-related fatalities this season resulted from the collapse of unsafe and poorly constructed buildings, underscoring the need for stricter enforcement of building safety regulations and greater public awareness. The ERC commended the efforts of government institutions, provincial administrations, district authorities, the armed forces and rescue teams for their ongoing response. It directed all relevant departments to strengthen coordination, maintain maximum preparedness, accelerate relief and rehabilitation work, and take preventive measures to minimise the impact of future weather emergencies.
