UN Security Council begins informal voting to choose next secretary general

The United Nations Security Council will begin its first round of informal voting on Thursday to measure support for candidates seeking to become the next UN secretary general. The confidential ballots mark the start of a selection process that will eventually determine who succeeds Antonio Guterres when his second five year term ends later this year.

Seven candidates from different regions are currently competing for the position. They include Argentina’s Rafael Grossi, who heads the UN nuclear watchdog, former Chilean President Michelle Bachelet, former Costa Rican Vice President Rebeca Grynspan, former Ecuadorian Foreign Minister Maria Fernanda Espinosa, former Guyanese Foreign Minister Carolyn Rodrigues-Birkett, former Senegalese President Macky Sall and Ugandan diplomat Olara Otunnu. Additional candidates are still allowed to enter the race before the selection process concludes.

The next secretary general will take charge of the United Nations at a time when the organization faces mounting criticism over its effectiveness and structure. Calls for reform have increased as member states push for a more efficient institution, arguing that the UN must reduce bureaucracy, eliminate overlapping responsibilities among its agencies and improve its ability to respond to global crises.

The first stage of the selection process involves informal straw polls conducted behind closed doors among the Security Council’s 15 members. During these secret ballots, council members indicate whether they encourage, discourage or have no opinion on each candidate. The votes are non binding but provide an early indication of which candidates have the strongest support and which face significant opposition.

At this stage, all Security Council members use identical ballots, meaning diplomats can see the overall level of support for each candidate without knowing whether opposition comes from one of the council’s five permanent members. Those permanent members are China, France, Russia, the United Kingdom and the United States, each of which holds veto power over the final recommendation.

As the selection process moves forward, the permanent members will use ballots in a different color during later rounds of voting. This allows diplomats to determine whether any candidate has received a negative vote from a veto holding country, information that often plays a decisive role in narrowing the field.

There is currently no clear favorite to replace Guterres. Previous UN leadership contests have required several rounds of voting over many weeks before a consensus candidate emerged. Diplomats expect this year’s process could continue throughout the summer and possibly into late September or early October if no candidate gains broad enough support. If the Security Council remains divided, the process could take even longer.

Once the council agrees on a single candidate, it will formally recommend that person to the 193 member UN General Assembly. The recommendation requires at least nine votes in favor and no veto from any of the five permanent members. The General Assembly then votes to confirm the appointment, a step that has traditionally been considered a formality after the Security Council reaches agreement.

The current president of the Security Council is the Democratic Republic of the Congo. Its ambassador to the United Nations, Zenon Mukongo Ngay, confirmed that the first round of straw polls will take place on Thursday morning. He also said that Ugandan candidate Olara Otunnu will participate in the voting despite not taking part in the informal public hearings completed by the other candidates.

According to his biography, Otunnu played an important role in shaping the current selection process. He states that he introduced the system of informal straw polls while serving as president of the Security Council in 1981. That method has since become a key part of the process used to identify the candidate most likely to secure broad international support before the final appointment is made.

Officials said all the operations were based on credible intelligence and were aimed at dismantling terrorist networks operating in Khyber Pakhtunkhwa. The operations form part of the ongoing campaign under Operation “11 Garaj” to eliminate militant threats and prevent terrorist attacks. Security officials said the purpose of these operations is to clear the affected areas of terrorist elements, strengthen law and order, and ensure lasting peace for local communities. They added that intelligence-based operations will continue wherever the presence of militants is confirmed.

    ISLAMABAD/SOUTH WAZIRISTAN: Security forces successfully foiled a major terrorist attack on a check post in South Waziristan after destroying an explosives laden vehicle before it could breach the security perimeter. Four militants, including a suicide bomber, were killed during the operation, while security forces suffered no casualties. According to security sources, the attackers attempted to ram a vehicle packed with explosives into the check post. Alert troops responded swiftly, targeting the vehicle outside the outer defensive barrier. The vehicle was completely destroyed, killing the suicide bomber on the spot and preventing any damage to the installation. The remaining three militants fled into a nearby building, where security forces launched a clearance operation and killed all of them. Search and sanitization operations are continuing in the area. Meanwhile, security forces are conducting ongoing operations in the Dargai Kot, Laman and adjoining areas of Wana in South Waziristan, targeting suspected militant hideouts to restrict terrorist movement and eliminate safe havens. In a separate intelligence-based operation (IBO) in the Khui area of Lakki Marwat district, four militants belonging to the Fitna al-Khawarij-linked Astarana group were killed. The deceased were identified as Abu Dujana, Arshad, and Abu Zar alias Khayal Badin, son of Muhammad Aslam, while efforts are underway to confirm the identity of the fourth militant. In another successful operation in the border region of Taunsa Sharif between Khyber Pakhtunkhwa and Punjab, security forces killed three militants and injured several others. One of the slain militants was identified as Amir Baloch, while identification of the remaining militants is in progress. Separately, under Operation Al-Azm, security forces continued intelligence based operations against terrorist networks in Balochistan. According to security sources, militant hideouts and ambush positions were destroyed in Kili Kand Umrani, Khad Kocha, Mastung, and surrounding areas. A large cache of weapons and explosives was also recovered. Security officials said that 16 militants have so far been killed during the ongoing operations in Balochistan. Authorities reiterated their commitment to continuing counterterrorism operations across the country until terrorism is completely eradicated and lasting peace is restored.

General Aamer Raza’s assumption of command formally completes the transition to his new responsibility.     ISLAMABAD: The Oil and Gas Regulatory Authority (OGRA) has increased the prices of re-gasified liquefied natural gas (RLNG) by up to 34.6% for July 2026, as continued disruptions in LNG supplies from Qatar forced Pakistan to rely on expensive spot market imports. According to an official notification, consumers of Sui Southern Gas Company (SSGC) will face the largest increase. The RLNG price for SSGC consumers has been fixed at $25.087 per MMBtu, following an increase of $6.4512 per MMBtu, representing a 34.6% rise. Consumers of Sui Northern Gas Pipelines Limited (SNGPL) will also pay higher rates. The regulator fixed the RLNG price at $25.8388 per MMBtu, an increase of $6.316 per MMBtu, or 32.35%, compared with the previous month. Officials said the latest increase was mainly driven by a sharp decline in LNG imports during July. Pakistan received only five LNG cargoes throughout the month, making it the third-lowest monthly import volume since the country started importing LNG. The reduced supply forced the country to purchase all available LNG cargoes from the international spot market, where prices are generally much higher and more volatile than long-term contractual rates. Energy officials said state-owned Pakistan LNG Limited arranged all five cargoes from the spot market. Meanwhile, Pakistan did not receive any LNG shipments under its long-term agreements with Qatar during the month. The interruption in Qatari supplies has continued since damage to energy infrastructure earlier this year, affecting LNG exports to several countries in Asia and Europe, including Pakistan. Experts said the absence of lower-cost LNG from long-term contracts has significantly increased Pakistan’s import bill and placed additional pressure on the country’s energy sector. Since the regional conflict in the Middle East began earlier this year, RLNG prices in Pakistan have risen by more than 144%, making energy substantially more expensive for industries, businesses and other consumers.

    KARACHI: Police have arrested two suspects in connection with the theft of cash from a private bank’s ATM on Aram Bagh Road. According to police officials, the suspects include the bank’s operations manager and one of his associates. The arrests were made during an investigation into the ATM robbery. Police said they recovered Rs29.74 million from the suspects. The recovered amount is believed to be part of the cash stolen from the ATM. Investigators said the suspects allegedly gained access to the ATM by opening its lock. They then attempted to prevent the security cameras from recording their activities. According to officials, the suspects placed chewing gum over the CCTV camera. This was allegedly done to obstruct the camera’s view and conceal the theft. Police said the suspects subsequently took around Rs53.7 million from the ATM. The involvement of the bank’s operations manager has emerged as a key development in the case. Investigators are examining how the suspects obtained access to the ATM and whether anyone else assisted them. Police are also reviewing available CCTV footage and other evidence to establish the sequence of events. The recovered cash has been taken into custody as the investigation continues. Authorities said further investigation would determine the exact role of each suspect and help identify any additional individuals who may have been involved in the theft.
