Polling continues in second phase of AJK elections

Voting is underway in the second phase of the Azad Jammu and Kashmir (AJK) Legislative Assembly elections, with polling taking place for nine constituencies in Muzaffarabad Division and 12 refugee constituencies located across different parts of Pakistan.

Polling began at 8:00am and will continue without interruption until 5:00pm. Election authorities have urged voters to reach their designated polling stations before the closing time to cast their ballots.

Extensive security arrangements have been made to ensure peaceful polling throughout the election process. Officials said 1,483 polling stations have been established across Muzaffarabad Division, while election staff and security personnel have been deployed to maintain law and order.

The second phase is considered an important stage of the AJK elections, as thousands of voters are participating in the selection of representatives for the Legislative Assembly.

Alongside the nine seats in Muzaffarabad Division, polling is also being held for 12 refugee constituencies representing Kashmiri refugees residing in various cities across Pakistan. These include six Jammu seats and six Kashmir Valley seats.

In Karachi, polling is being conducted for LA-34 (Jammu-I) and LA-40 (Kashmir Valley-I). Election officials have established 34 polling stations to facilitate voters in the city.

According to election authorities, 698 registered voters are eligible to vote in the Jammu-I constituency in Karachi, while the Kashmir Valley-I constituency has 4,200 registered voters.

Polling is also in progress for three refugee constituencies in Rawalpindi and Islamabad, including LA-43 (Valley-IV), LA-44 (Valley-V) and LA-39 (Jammu-VI).

Election officials said 12 candidates are contesting LA-43, while eight candidates are in the race for LA-44. A total of 14 candidates are contesting the LA-39 constituency.

LA-43 has 3,346 registered voters, including more than 1,600 women voters. LA-44 has 6,996 registered voters, including 3,294 women, while nearly 37,000 voters are registered in LA-39, making it one of the largest refugee constituencies in the current election phase.

To facilitate voting, the District Election Commission has established 10 polling stations for LA-43, 27 polling stations for LA-44 and 155 polling stations for LA-39.

Election officials said polling is continuing under strict security, with law enforcement agencies deployed at polling stations and sensitive locations to ensure a peaceful voting environment. Authorities are closely monitoring the electoral process and have urged political workers and voters to follow election rules.

      Islamabad:Details of the salaries and benefits of senior officials at Oil and Gas Development Company Limited (OGDC) were presented before the Senate, revealing that the company’s Managing Director and Chief Executive Officer receives a basic monthly salary of more than Rs. 5.56 million. The information was shared with parliament as part of a disclosure concerning the remuneration packages of senior executives at the state-owned exploration and production company. The figures show significant differences in the basic salaries of OGDC’s top management, with the company’s highest-paid official earning several million rupees each month before allowances and other facilities are added. According to the details presented in the Senate, Ahmed Hayat Lak, OGDC’s Managing Director and CEO, receives a basic monthly salary of Rs. 5,564,171. Chief Financial Officer Muhammad Anas Farooq earns Rs. 2,837,940 per month, while Executive Director Petroleum Muhammad Aamir Saleem receives Rs. 2,211,990. Among other executive directors, Shehzad Safdar, Executive Director Human Resources, has a basic monthly salary of Rs. 1,889,298. Zia Salahuddin, Executive Director Services, receives Rs. 1,849,433, while Atif Ghafoor Mirza, Executive Director Joint Ventures and Business Development, earns Rs. 1,893,434. The salaries of general managers are comparatively lower but still substantial. Khurram Shehraz, General Manager Internal Audit, receives Rs. 1,100,929 per month. Dr. Khalid Ameen Khan, General Manager Exploration, earns Rs. 900,881, while General Manager Production Habib Ullah Chohan receives Rs. 700,443. The company secretary, Waseem Ahmad, has a basic monthly salary of Rs. 607,754. In addition to their basic salaries, the ten senior officials are entitled to several allowances and facilities. These include a house-rent allowance equivalent to 45 percent of their basic salary and utilities allowance amounting to 10 percent of the basic pay. They are also provided with car and fuel facilities. After the applicable allowances are included, the monthly remuneration package of the OGDC managing director exceeds Rs. 8.6 million. The CFO’s overall monthly package is reported to be more than Rs. 4.4 million. The information presented to the Senate also showed that all ten officials have more than three decades of professional experience. Most of the executives were recruited through press advertisements and headhunters before being appointed by OGDC’s Board of Directors. The MD is based in Islamabad, while other senior executives are posted in Islamabad, Karachi, Quetta and Sukkur.     The Sindh government has directed Jinnah Sindh Medical University (JSMU) to take immediate steps for the three-year appointment of Professor Dr Nighat Shah, daughter of former Sindh chief minister Qaim Ali Shah, just one day before her scheduled retirement. The directive was issued following a decision of the Sindh Cabinet. Secretary of the Boards and Universities Department Abbas Baloch has also issued a formal notification in this regard. According to the notification, the provincial cabinet discussed the matter during its meeting held on August 5 under agenda item 16. The cabinet cited the broader public interest, continuity of specialised medical services, academic leadership, postgraduate medical education, research, innovation and institutional standards as reasons for considering the appointment. The notification initially states that the vice chancellor should consider appointing Dr Nighat Shah as a professor for three years. However, it subsequently directs the university administration to take immediate steps to process her three-year appointment. The university has also been instructed to implement the cabinet decision without delay and submit a report on the action taken to the Boards and Universities Department on a priority basis. The appointment has raised questions because the government has referred to a notification issued by the Pakistan Medical and Dental Council (PMDC) on May 19, 2026. The PMDC had allowed public medical and dental institutions to hire retired faculty members on a purely contractual basis until the age of 65. However, the council had clarified that the policy was enabling in nature and was not mandatory for any institution. Under the PMDC policy, individual institutions were allowed to make decisions according to their requirements, rules, regulations and available resources. The PMDC notification also stated that contractual appointments of retired faculty would not create any right to permanent employment, seniority or absorption into the regular cadre. It further clarified that such appointments should not adversely affect the promotion opportunities, career progression or cadre structure of junior faculty members. The case has therefore raised questions about the need for the provincial cabinet to intervene in the appointment of a particular retired faculty member when the PMDC policy leaves the decision to individual institutions. The PMDC notification is a general policy applicable to public medical and dental institutions. It does not specifically direct any institution to appoint an individual faculty member. The proposed appointment has also triggered concerns over seniority within JSMU. Associate professors Dr Shazia Naseeb, Dr Nasreen Fatima, Dr Saba Khan, Dr Iram Majid and Dr Maimoona Rehman are reportedly among those whose seniority could be affected by Dr Nighat Shah’s appointment. The issue is likely to attract further attention because the proposed appointment comes immediately before Dr Nighat Shah’s retirement. Questions are also being raised about how the decision could affect existing faculty members and their career progression.

    GILGIT: The Parks and Wildlife Department of Gilgit-Baltistan is set to auction hunting permits for three Astore markhors, 14 blue sheep and 100 Himalayan ibexes under the region’s Trophy Hunting Programme for the 2026-27 season. The base price for an Astore markhor permit has been fixed at $200,000, making it the most expensive permit on offer. The minimum price for a blue sheep permit has been set at $25,000, while permits for Himalayan ibex will start at $11,000. According to the auction notice, four Astore markhors are included in the exportable quota. However, one permit from the previous hunting season has been carried forward, leaving three fresh permits to be auctioned this year. The open auction will take place on September 10 at the Forest Complex in Jutial, Gilgit. The trophy hunting season will begin on October 15, 2026, and continue until April 10, 2027, in accordance with the GB Trophy Hunting Guidelines 2019. Hunting will be permitted only within officially designated conservation areas. The department said the annual hunting quota has been determined following wildlife population surveys conducted by experts. GB Chief Conservator Parks and Wildlife Zakir Hussain said that the department collected approximately Rs350 million through permit auctions last year against a target of Rs550 million. He said several permits remained unused during the 2025-26 season, including those for two Astore markhors, five blue sheep and 10 exportable Himalayan ibexes. The unused permits resulted in an estimated revenue loss of around Rs200 million. According to officials, the cancellation of hunting plans by American and other international hunters was linked to the law-and-order situation following violent protests in Gilgit and Skardu. Local business owners and tourism operators have expressed concern over repeated increases in trophy hunting permit prices. They argue that higher baseline rates have discouraged foreign hunters and negatively affected businesses connected with hunting tourism. Ikram Beg, a local business owner who sells hunting equipment, said the trophy hunting programme was facing significant challenges. He claimed that the Wildlife Department had increased baseline prices by more than 300 per cent over the past two years without adequately incorporating recommendations from major stakeholders. According to Beg, excessive price increases could make Gilgit-Baltistan less competitive in the international trophy hunting market. He warned that declining international participation could reduce government and community revenues while weakening incentives for local residents to participate in wildlife conservation. Beg stressed that trophy hunting should primarily serve as a conservation mechanism rather than simply becoming a source of increased government revenue. He said the programme’s long-term success depends on reasonable pricing, international participation, transparent administration and meaningful financial benefits for local communities. Local stakeholders have called for a review of the permit rates and greater consultation with communities, conservation specialists and industry representatives. They have also demanded transparency and strict adherence to applicable rules and regulations. Although trophy hunting remains controversial internationally, its supporters argue that regulated hunting can generate funds for conservation, discourage illegal hunting and provide financial benefits to communities living near wildlife habitats. In Gilgit-Baltistan, the programme began with community participation in Bar Valley, Nagar, in 1990. Under the existing revenue-sharing model, approximately 80 per cent of licence revenue goes to local communitiesfor wildlife protection and conservation activities. The region’s challenging terrain and harsh weather also make trophy hunting highly demanding. Hunters must navigate steep and rugged mountain slopes while dealing with extremely cold conditions. Gilgit-Baltistan is home to diverse wildlife because of its varied ecosystems and climate. Species found in the region include Marco Polo sheep, ibex, markhor, urial, blue sheep, lynx, snow leopards, brown and black bears, wolves, foxes and golden eagles. However, wildlife experts and conservationists continue to face concerns over illegal hunting, inadequate wildlife management and the effects of climate change, all of which pose long-term threats to the region’s biodiversity.

According to the Ministry of Finance, Aurangzeb stressed that existing regulations must evolve alongside technological advancements and new business models. The meeting focused on creating an environment that recognises electronic transactions and encourages greater use of digital systems in trade and financial activities. The participants also examined ways to improve access to finance by expanding digital platforms and making financial procedures more efficient. Aurangzeb particularly highlighted the need to simplify customer onboarding, strengthen data-sharing systems and improve the interoperability of financial information. Greater integration between banks and capital markets was also discussed, with the aim of making investment opportunities more accessible to ordinary citizens. The minister said streamlined digital account-opening procedures could encourage wider participation in the capital market. Better connections between banking and capital-market systems, he added, could increase investor participation and improve access to investment opportunities. The meeting also covered the importance of connecting government data systems. According to the ministry, better-integrated data could help policymakers improve planning, policy formulation and decision-making. The increased use of technology and artificial intelligence was identified as another opportunity to improve the efficiency of government and financial services. Digital infrastructure was another key area of discussion. Aurangzeb emphasised that new initiatives should be practical, scalable and consistent with Pakistan’s wider digital transformation goals. Digital assets and tokenisation were also discussed, particularly their possible applications in real estate and other investment sectors. Participants stressed that appropriate regulations and supporting mechanisms would be necessary for the responsible adoption of emerging technologies. Aurangzeb appreciated the work of the Pakistan Digital Authority and called for practical, high-impact initiatives that could improve efficiency, expand financial access and strengthen the country’s digital capabilities. He also emphasised continued coordination among relevant stakeholders to ensure steady progress in Pakistan’s digital economy. Pakistan has already witnessed significant growth in digital payments. According to the State Bank of Pakistan, retail payments through the banking system reached 3.7 billion transactions during January-March 2026, representing a 9% increase from the previous quarter. Digital channels accounted for 92% of total retail payment volumes, processing around 3.4 billion transactions worth Rs68.3 trillion. Mobile banking and digital wallet registrations exceeded 132 million by March 2026, rising 37% year-on-year. Nearly half of Pakistan’s 268 million bank accounts were connected to a mobile banking application or digital wallet. Meanwhile, Raast processed 742 million transactions worth Rs23.27 trillion during the quarter, reflecting growing public acceptance of instant digital payments. Mobile wallets such as Easypaisa and JazzCash have also expanded access to basic financial services, particularly for people previously underserved by traditional banking. Merchant adoption is growing as well. QR-enabled merchants more than tripled during FY25, rising from 516,000 in FY24 to more than 1.9 million by the end of 2025. Although digital adoption remains stronger in urban areas, the figures indicate that Pakistan’s digital financial ecosystem is expanding rapidly.
