ECP backs Punjab polls from December 15

The Election Commission of Pakistan has agreed in principle to hold long-delayed local government elections in Punjab between December 15, 2026, and January 15, 2027.

The decision was reached during an ECP meeting chaired by Chief Election Commissioner Sikandar Sultan Raja on Thursday. The meeting was held to discuss the proposed schedule and preparations for local polls in the province.

A Punjab government delegation attended the meeting. The delegation included Local Government Minister Zeeshan Rafiq, Mines and Minerals Minister Sardar Sher Ali Gorchani, Agriculture Minister Syed Muhammad Ashiq Hussain Shah and Education Minister Rana Sikandar Hayat. The Punjab chief secretary and senior local government officials were also present.

The ECP was informed that the delimitation process for Punjab had been completed, clearing an important hurdle in preparations for the elections.

Chief Election Commissioner Sikandar Sultan Raja stressed that elected local governments are a constitutional requirement under Article 140-A. He also pointed out that election authorities are legally required to conduct local government elections within the prescribed period after the expiry of elected local bodies.

Punjab officials said the provincial government needed sufficient time to complete administrative preparations, arrange financial resources and deploy staff for the electoral process.

The provincial government proposed the December 15 to January 15 window as the most suitable period for polling. Officials said school examinations would have concluded by then, allowing educational staff to be available for election duties.

The government also cited weather conditions as a factor. Holding the elections during the proposed period could help avoid difficulties associated with heavy fog during other parts of the winter season.

Punjab authorities further informed the ECP that they preferred conducting the elections in phases. Officials said phased polling would allow better security arrangements and make it easier for the administration to manage the large-scale electoral exercise.

The ECP accepted the proposed timeframe in principle and directed the Punjab government to submit a detailed plan promptly if it wanted the elections to be conducted in multiple phases.

The commission said the proposed arrangements could help move the province toward fulfilling its constitutional obligation of establishing elected local governments.

The Punjab government has already allocated Rs12.52 billion for the local elections. It has also approved the recruitment of 900 Union Council secretaries to support the functioning of local bodies.

Punjab has not held local government elections since 2015. The previous polls were conducted in several phases between October and December that year.

The elected local councils began functioning in 2017 after mayors and chairpersons were selected through indirect elections.

The local governments were dissolved in April 2019 by the then Punjab government before completing their full term. The Supreme Court subsequently ordered their restoration, and the councils eventually completed their tenure on December 31, 2021.

Since then, local government elections have remained pending amid repeated changes to Punjab’s local government laws.

Successive provincial administrations amended or replaced the relevant legislation, forcing the ECP to repeatedly revise its preparations and carry out fresh delimitation exercises.

    NTSB chief presses Congress to approve aviation safety reforms

    The head of the US National Transportation Safety Board has urged Congress to end months of legislative delays and pass a major aviation safety package aimed at reducing the risk of deadly midair collisions. NTSB Chair Jennifer Homendy said lawmakers already have clear recommendations from investigators and should move quickly to turn them into law. Homendy said the agency has provided Congress with a detailed plan to strengthen aviation safety and prevent another disaster like the one that claimed dozens of lives near Washington last year. She stressed that the necessary reforms have been discussed for months and that it is now time for lawmakers to take action. Her appeal comes after the January 2025 collision between an American Airlines regional passenger jet and a US Army helicopter near Washington, DC. The crash killed 67 people and became the deadliest aviation accident in the United States since 2001. Following the tragedy, the House of Representatives approved a broad aviation safety bill in April with overwhelming bipartisan support in a 396 to 10 vote. The legislation includes dozens of recommendations made by investigators after the crash. The Senate had earlier passed its own proposal, known as the ROTOR Act, but the measure failed to secure enough support in the House under fast track voting procedures, leaving the reforms stalled. According to the NTSB, the collision could have been prevented if both aircraft had been equipped with Automatic Dependent Surveillance Broadcast technology, commonly known as ADS-B. The system allows aircraft to continuously share their position with air traffic controllers and nearby aircraft, improving awareness in busy airspace and reducing the risk of collisions. Earlier this year, the NTSB concluded that failures within the Federal Aviation Administration contributed to the fatal accident. Investigators found that the FAA had allowed helicopters to operate too close to commercial flight paths near Washington’s airport without maintaining adequate separation. The agency was also criticized for failing to properly review safety data and for not acting on earlier recommendations to redirect helicopter traffic away from the area. The House approved legislation would require most US military aircraft to be fitted with collision prevention technology by 2031. Fighter jets, bombers and drones would be exempt from the requirement. The bill also introduces new standards for collision mitigation systems on civilian airplanes and helicopters to improve safety across the aviation sector. Lawmakers from both chambers are continuing negotiations to resolve differences between the House and Senate versions of the legislation before a final bill can be approved. FAA Administrator Bryan Bedford recently said the agency has been providing technical guidance to Congress throughout the legislative process. He noted that the FAA has the authority to expand the use of ADS-B technology without waiting for new legislation but said clear direction from Congress would provide a stronger framework for implementing long term safety improvements. The NTSB believes the proposed reforms would significantly strengthen aviation safety and reduce the chances of another catastrophic midair collision. With negotiations continuing in Congress, transportation officials are urging lawmakers to finalize the legislation as soon as possible to better protect passengers, flight crews and military personnel.

    The DNA of Karachi businessman Mir Raza has matched samples collected from his parents, officials said on Tuesday. The development is part of the ongoing investigation into his death. Authorities have also expanded the investigation team handling the case. A notification has been issued for the appointment of two additional officers. According to the notification, DSP Sirajuddin and Inspector Muhammad Ali have been included in the investigation team. Their addition has increased the strength of the team to seven members. The latest appointments come as investigators continue to examine different aspects of the case. Police are also reviewing the available evidence as part of the probe. Meanwhile, the former investigation officer appeared before the Judicial Magistrate East in connection with the case. He requested additional time to submit the investigation report. The former officer told the court that the investigation was still in progress. He also informed the court that senior authorities had changed the officer responsible for investigating the case. He said the newly appointed investigation officer would appear before the court at the next hearing. The officer is expected to continue the investigation and submit the required report. The court accepted the request for more time. It directed the former investigation officer to submit the report by August 15. The court proceedings took place as investigators continued their efforts to establish the circumstances surrounding Mir Raza’s death. The DNA match with his parents has also provided an important development in the investigation. Authorities are now expected to continue examining other evidence and findings linked to the case.

Addressing a meeting of the federal cabinet, the prime minister said efforts to formalise the arrangement had been underway for several years. He said the framework was officially formalised last year to pave the way for a formal agreement. Shehbaz said the latest development was another step in the ongoing dialogue and cooperation, culminating in the signing of a trilateral agreement on Friday. He stressed that the agreement was entirely defensive in nature and was not directed towards aggression against any country. According to the prime minister, the pact is intended to strengthen peace, stability and progress in the region. He described the agreement as a significant development not only for the three participating countries but also for the wider Muslim world. Shehbaz congratulated Deputy Prime Minister and Foreign Minister Ishaq Dar and Field Marshal Syed Asim Munir for their efforts towards finalising the agreement. He said the agreement was not the result of a recent initiative. Work on the arrangement had continued for several years before it was finally concluded on Friday. The prime minister expressed appreciation for the officials and leaders who contributed to the process and said the agreement represented an important step towards greater regional cooperation.     SECP registers record 5,438 new companies in July

    The Securities and Exchange Commission of Pakistan (SECP) recorded its highest-ever monthly company registrations, with 5,438 new companies incorporated during July, reflecting growing business activity and investor confidence in the country’s corporate sector. According to the SECP, five international companies established offices in Pakistan during the month. The foreign firms are from Malaysia, the United Arab Emirates (UAE), and China, highlighting continued overseas interest in Pakistan’s business environment. The commission said 112 newly registered companies include foreign directors, indicating increasing international participation in the local corporate sector. Of the total registrations, 3,148 were private limited companies, while 2,117 were single-member companies. In addition, 127 limited liability partnerships (LLPs) were incorporated during the month. The SECP also registered 28 non-profit organisations and 18 public companies. Provincially, Punjab accounted for the largest share of registrations, with 2,756 companies, representing 51% of the total. Islamabad followed with 1,053 companies, while Sindh registered 864, Khyber Pakhtunkhwa 450, Gilgit-Baltistan 180, and Balochistan 135 new companies. The information technology (IT) sector recorded the highest number of new incorporations, with 1,008 companies registered during July. Other major sectors included trading with 845 new companies, services with 638, and construction with 348 registrations. The SECP also reported significant growth in other industries, with 256 companies registered in the food and beverages sector, 207 in tourism, 181 in e-commerce, 165 in education, 162 in real estate development, and 145 in corporate agriculture. The record number of company registrations reflects continued expansion across multiple sectors of Pakistan’s economy and increasing formalisation of businesses under the country’s corporate regulatory framework
