Justice Delayed, Safety Denied: Why Women Still Fear Reporting Violence

“How Social Stigma, Institutional Challenges, and Delayed Justice Continue to Discourage Women from Reporting Violence in Pakistan”

For many women in Pakistan, reporting violence is not simply the first step towards justice, it is often the beginning of another struggle. While laws have evolved to provide greater protection against domestic violence, sexual assault, workplace harassment, acid attacks, and other forms of gender-based violence, countless women continue to hesitate before approaching the police or the courts. Their reluctance is not always born out of ignorance of the law; rather, it stems from fear of social stigma, institutional barriers, prolonged legal proceedings, and uncertainty about whether justice will ever be delivered. This reality raises an important question: if legal safeguards exist, why do so many women still fear reporting violence?

The Constitution of the Islamic Republic of Pakistan provides a strong foundation for the protection of women’s rights. Article 9 guarantees the right to life and liberty, Article 14 safeguards the dignity of every individual, Article 25 ensures equality before the law and prohibits discrimination on the basis of sex, while Article 34 directs the State to ensure the full participation of women in all spheres of national life. These constitutional guarantees are reinforced by various legislative measures, including the Anti-Rape (Investigation and Trial) Act, 2021, the Protection Against Harassment of Women at the Workplace Act, the Acid Control and Acid Crime Prevention laws, and provincial domestic violence legislation. Together, these laws demonstrate that Pakistan has made significant progress in recognizing and protecting women’s rights.

However, legislation alone cannot guarantee justice. The effectiveness of any legal framework depends upon its implementation. For many survivors, the greatest obstacle is not the absence of legal remedies but the fear of navigating the justice system itself. Reporting violence often means facing uncomfortable questions, social judgment, pressure from family members, financial hardship, and emotional trauma. In many cases, victims worry that their complaints will not be taken seriously or that the legal process will take years to reach a conclusion. Such concerns discourage many women from seeking legal protection altogether.

The problem is further aggravated by the slow pace of criminal proceedings. Delayed investigations, repeated adjournments, and prolonged trials can force survivors to relive traumatic experiences for years. Justice delayed not only prolongs suffering but also weakens public confidence in the legal system. When victims believe that reporting a crime will expose them to further hardship without a timely or meaningful remedy, silence often appears to be the safer option. In this sense, delayed justice becomes a denial of safety, discouraging others from coming forward and allowing perpetrators to act with greater confidence.

Several high-profile incidents have highlighted both the urgency of reform and the limitations of existing mechanisms. The Motorway rape case in 2020 sparked nationwide outrage and prompted important legislative reforms, including the enactment of the Anti-Rape (Investigation and Trial) Act, 2021. While these reforms strengthened the legal framework, they also reminded the nation that effective implementation, victim-sensitive investigations, and timely prosecution remain equally essential. Similarly, acid attacks and cases of so-called honour based violence have continued to expose the gap between legal protections and the realities faced by many women, particularly in rural and underserved communities.

Legal reforms must therefore be accompanied by institutional reform. Police officers, prosecutors, judges, and medico-legal professionals require continuous training to handle cases involving gender-based violence with professionalism, sensitivity, and respect for victims’ dignity. Fast-track procedures for serious offences against women should be implemented effectively to reduce unnecessary delays. Victim and witness protection mechanisms must be strengthened so that survivors feel safe throughout the judicial process. Equally important is ensuring that legal aid and psychological support are readily available to those who seek justice.

Beyond the courtroom, society itself has a crucial role to play. Victim-blaming, social stigma, and cultural stereotypes remain among the greatest barriers preventing women from reporting violence. Questions such as “Why did she report it now?” or “What was she doing there?” unfairly shift attention away from the offender and onto the survivor. Such attitudes discourage reporting and perpetuate a culture of silence. A justice system can function effectively only when society supports victims rather than subjects them to suspicion and criticism.

Protecting women’s rights is not solely a legal obligation; it is a constitutional, moral, and social responsibility. Laws are meaningful only when they inspire confidence in those, they are designed to protect. A woman should never have to choose between her safety and the fear of navigating the justice system. She should have confidence that her complaint will be heard fairly, investigated promptly, and decided without unnecessary delay.

Pakistan has undoubtedly taken important legislative steps to combat violence against women. The challenge now lies in translating those legal guarantees into practical realities. Stronger enforcement, efficient investigations, timely trials, greater institutional accountability, and increased public awareness are essential to restoring confidence in the justice system. Justice cannot be measured merely by the number of laws enacted; it must be measured by the willingness of victims to seek its protection without fear.

A society where women hesitate to report violence is a society where justice remains incomplete. The true success of any legal system is not reflected in the statutes it enacts but in the trust it inspires. Until every woman feels secure enough to report violence without fear of stigma, intimidation, or delay, the promise of equal justice will remain only partially fulfilled. Justice delayed is not merely justice denied it is safety denied. A legal system earns public confidence not when it promises protection, but when it delivers it.

  • Vaping shift may lower future cancer rates

    In the United States, the growing shift from traditional cigarettes to e-cigarettes and other nicotine products could potentially lead to a decline in cancer rates in the future. A new study published in JNCI Cancer Spectrum analyzed data from US federal health surveys collected between 2015 and 2023. According to the study, traditional cigarette smoking declined significantly across almost all age groups during this period with the decline being particularly noticeable among people aged 18 to 34. In contrast, the number of people using only alternative nicotine products particularly e-cigarettes, increased. The study’s lead researcher, Professor Kenneth Michael Cummings of the Medical University of South Carolina said the trend suggests that many smokers are completely switching to vaping rather than using both products simultaneously. The study found that the proportion of people who used both cigarettes and e-cigarettes remained around 2% to 3% throughout the study period. Scientists also developed a Population Harm Reduction Index to compare traditional cigarette smoking with the use of non-combustible nicotine products. According to the researchers, an increase in the index indicates that more people are using alternatives to traditional cigarettes that may expose them to lower levels of potentially cancer-causing chemicals. The study found that people aged 55 and above were much less likely than younger people to quit smoking and switch to alternative products even though older adults could gain significant immediate health benefits from quitting smoking. According to the study, vaping has now become more common than cigarette smoking among young people aged 18 to 24. Professor Cummings said the greatest concern is that older people who have smoked for many years are not switching to lower-risk, non-combustible nicotine products as quickly. This is the group that could potentially gain the greatest immediate health benefits from quitting smoking. According to the report, the study was funded by the US National Cancer Institute and the Food and Drug Administration (FDA) while the vaping industry provided no financial support.

  • High sugar intake in early life may raise dementia risk

    A new study has found that children who consume high amounts of sugar at an early age may face a higher risk of developing dementia later in life. The study suggests that pregnant women who avoid sweets, chocolates and other sugary foods may help reduce their child’s risk of developing the disease by up to 20 percent. The research published in the medical journal Neurology also found that consuming very small amounts of sugar during early life may provide protection against dementia. The study’s lead author, Professor Jiazheng Zheng said the findings suggest that limiting sugar intake during the early stages of life could have long-term benefits for brain health. He further said the findings highlight the potential importance of early-life nutrition in reducing the risk of dementia decades later. Researchers from the Hong Kong University of Science and Technology compared the health of 64,737 people who were born before and after sugar rationing was introduced in Britain during World War II. The participants were divided into groups based on the timing of sugar rationing: those who experienced limited access to sugar before birth and during their first year of life, those who experienced it before birth and until the age of two and those who were not exposed to sugar rationing. When the participants reached an average age of 55, the research team began analyzing their medical records to determine which individuals were diagnosed with dementia during the following 15 years. Among the 15,256 people who had limited access to sugar before birth and during their first two years of life, only 2 percent were later diagnosed with dementia. Although researchers say the findings do not conclusively prove that eating less sugar directly prevents dementia, experts believe the results are consistent with growing evidence that sugar can affect brain function. Experts also say that the brain is highly sensitive to fluctuations in blood sugar levels. Other research has found that people with high blood sugar levels may face up to a 69 percent higher risk of Alzheimer’s disease.

  • Faculty development: beyond classrooms 

    By Prof. Engr. Dr. Khuram Pervez Amber The persistent weaker linkage between industries and universities in Pakistan requires strategic interventions from all stakeholders. Pakistan cannot expect systemic industrial growth while its higher education institutions and industrial sectors operate in silos. Number of universities in Pakistan has dramatically increased over the past two decades. At current, there are nearly 280 universities in Pakistan which are producing thousands of graduates every year. But the concerns of industries remain valid that the graduates lack the necessary technical knowledge and skills which are required in the industries. These concerns of industries are particularly reported in disciplines such as engineering, computer science and the applied sciences, where employers frequently report a mismatch between academic preparation and industrial requirements. Although there are some valuable initiatives by the HEC, PEC, and NTC which include mandatory industrial internships of six to eight weeks for the engineering and technology students, the impact of such initiatives is limited due to multiple factors. Another initiative of HEC to strengthen university academia linkage is the establishment of the Office of Research, Innovation, and Commercialization (ORICs) in universities. However, the effectiveness of this initiative has not been successful at the desired level as in many universities, ORICs operate with limited staff and resources, while directors of ORICs are usually on additional charges. Expecting a small office alone to build industrial linkages for an entire university is unrealistic. Currently, out of nearly 260 universities, only 95 universities have established ORICs. In the recent ORIC ranking of HEC, only seven of 95 universities achieved the top category, i.e. “W” category. One of the major unexplored reasons behind this fragile linkage between industry and academia is the limited or no industrial exposure of university teachers. Most university teachers move directly from their bachelor’s degrees into master’s and PhD programs. Through this route, such individuals may become academically qualified teachers, but this route does not make them professionals having knowledge of industrial practices, industrial standards, and industry-oriented innovations. In many cases, a teacher teaches an industrial system which he/she has never experienced. This approach may clear theoretical concepts of students, but such students will certainly struggle when they would face real- life industrial problems after their induction in industry. So why do our university teachers require industrial exposure in their field of research? The answer is simple. A teacher with industrial exposure brings his industrial experience into the classrooms, laboratories, projects, and discussions on daily basis. Industrial experience of such teachers would not only improve the technical understanding of students about various industrial systems but also enhance students’ problem-solving skills. It would further help students to understand industrial expectations. So how could universities help their faculty members to get industrial experience? This could be achieved through implementation of structured industrial placement/professional development programs under ORICs for university teachers particularly working in engineering, technology and applied sciences faculties. Under this program, university teachers can spend six months to twelve months in an industry related to their field of interest/research on a turn-by-turn basis. During this period, such faculty members will keep receiving their monthly salaries as usual. So, what will be the major benefits of this model? There will be significant improvement in the pedagogical skills of faculty members as they will be teaching with practical examples, industrial case studies and real-world problem-solving approaches. During their placement in the industry, faculty members would make connections with the industrial experts/managers/engineers which would help them in future to supervise industry-relevant research, secure collaborative projects and contribute to technology transfer. They would identify operational challenges requiring research-based solutions. Upon returning to universities, they can transform these challenges into student projects, postgraduate research topics and consultancy opportunities. This would help create a healthier research culture focused on solving local industrial problems. University graduates will have problem solving skills that are required by industry. Over time, this model would help bridge the trust deficit that exists between academia and industry. Admittedly, implementing such a policy would not be easy. Challenges such as shortage of faculty, and increased teaching workloads are genuine challenges. There are also cultural barriers within academia, where industrial experience is often valued less than traditional academic achievements. However, these barriers are manageable. HEC and professional bodies such as PEC, and universities can jointly develop and implement structured industrial placement programs for faculty members. The industrial experience can be recognized within promotion criteria of faculty members, accreditation frameworks and quality assurance standards. In the nutshell, to produce industry ready graduates, the industrial exposure of university faculty members is indispensable. Their industrial experience will result in a stronger academia-industry linkage which is essential for economic growth, innovation and technological progress. Until universities and industries begin working together more meaningfully, Pakistan will continue producing degrees faster than opportunities. Prof. Engr.   • Women are not safe in our city

    I want to draw attention to the safety problems faced by women in our city. Many women and girls are afraid to go to schools, colleges and educational centers because they do notfeel safe on the roads. Harassment crime and unsafe public places make it difficult for them to continue their education freely. The government should take serious steps to improve security. More police officers, CCTV cameras street lights and safe transportation should be provided. Strict action should also be taken against people who harass or threaten women. I hope the authorities will take immediate action so that women and girls can go to school and educational centers without fear.

  • Why does your nose block at Night?

    Do you breathe normally during the day but find it harder to breathe through your nose when you lie down at night? This is a common problem. A blocked nose can disturb sleep, force you to breathe through your mouth and leave you with a dry mouth or sore throat in the morning. Many people think a blocked nose is always caused by a cold or flu. However doctors say there can be several other reasons. Why does it happen at night? Dr. Subrata Das of Aster Whitefield Hospital says that natural changes in the body during sleep can make nasal blockage feel worse. One common reason is sleeping position. During the day when you sit or stand gravity helps mucus drain from the nose.  But when you lie down mucus can collect inside the nose, making breathing more difficult. Changes in hormones at night may also increase swelling inside the nose. People who already have allergies or nasal inflammation may notice the problem more strongly at bedtime. The nervous system can also affect the blood vessels and tissues inside the nose. Changes in nerve activity during the night may increase mucus and make the nose feel stuffy. Allergies may be the cause If your nose becomes blocked mainly after you get into bed allergies could be responsible. Dust dust mites in mattresses and pillows, carpets curtains and damp areas can trigger allergies.  Mold caused by moisture on walls can also lead to a blocked nose, sneezing and itching. Keeping the bedroom clean and dry may help reduce these problems. Acid reflux can also affect your nose Acid reflux is another possible cause. Eating a heavy meal and lying down soon afterward can allow stomach acid to move upward toward the throat. This may cause throat irritation and sometimes make nasal symptoms feel worse. If you also experience heartburn a sour taste in your mouth frequent throat clearing or a burning throat in the morning it is better to speak with a doctor. How can you get relief? The most important step is to find out what is causing the blockage. If allergies are responsible a doctor may recommend a nasal spray or other treatment. You can also try. •Keeping your bedroom free of dust •Washing bed sheets and pillow covers regularly •Cleaning mattresses and carpets •Removing mold and moisture •Avoiding meals just before bedtime •Using a safe saline nasal rinse if recommended •Warm salt water gargles may help if you have a sore or irritated throat. When should you see a doctor? Occasional nasal blockage is usually not a major concern. But if your nose is blocked every night your sleep is regularly disturbed or you have symptoms such as frequent sneezing facial pain headaches fever breathing problems or ongoing nasal discharge you should see a doctor.

  • Why are chip bags filled with air?

    Many people feel disappointed after opening a bag of chips because it looks much fuller from the outside than it does inside. It may seem like the bag is filled with air instead of chips but there is a good reason for it. The gas inside a chip bag is not ordinary air. Before sealing the bag, manufacturers fill it with nitrogen gas. Nitrogen is colorless odorless and makes up most of the air we breathe.  It is also safe for food and does not react easily with it. If oxygen were left inside the bag the oil in the chips could spoil more quickly causing the chips to lose their fresh taste and become stale. Nitrogen helps keep the chips fresh crispy and tasty for a longer time. The extra space inside the bag also works like a cushion. Chips are very fragile and can easily break during transport from the factory to warehouses trucks stores and finally to customers. The nitrogen filled space absorbs pressure and protects the chips from being crushed. Some people wonder why companies do not simply use smaller bags.  The size of the bag is designed to protect the product work with packing machines and make shipping easier. Different types of chips also need different amounts of space because of their shape and size. The amount of chips is based on weight not how full the bag looks. That is why the package clearly shows the net weight of the chips even if there appears to be empty space inside. So, the next time you open a bag of chips remember that the “air” is not there to trick you. It is there to keep your chips fresh crispy and protected until they reach you.
